Research On Evaluation Of Planning Implementation Of Xianwen Area In The City Of Jinan

Preparation and implementation of urban planning is an indivisible whole,and the purpose of the preparation is to put on the implementation and effective guidance for urban construction. Through the results of the implementation to undertake a comprehensive and rational evaluation, we can inspect the role that the control elements and the directive standard of the planning take in the actual building process of the city,and look for the problems which exist in planning preparation and implementation of management.Thus the targeted recommendations can be put in for the future management of the establishment,and conducive to the effective implementation of follow-up plan. Evaluation planning of the planning is not only the summary of the implementation of the previous version,but also the basis for the current plan revision and implementation of measures to adjust.It has from a purely technical means for planning the gradual evolution of an important stage of implementation and management of security mechanisms,and become the indispensable part of the operational planning process.As a planning technical mean which directly for the implementation and management,regulatory detailed planning at the nexus of a specific level.It is a means for deepening and implementation in master planning and district plan, the basis for detailed planning and architectural designing,and also the basis for urban development and construction management. In this sense,the key for whether the master plan can be achieved or not,and the control and lead of urban planning can be reflect or not depend on the implementation effect of regulatory detailed planning. Based on this, the articles choose the regulatory detailed planning as a breakthrough,then make evaluation and research on the planning implementation,and expect which can be useful for evaluation of implementation of urban planning and research in future. Thesis consists of four parts.Basic research component through the planning and implementation of the assessment method from review of empirical research to define the content of planning implementation evaluation.Through an overview on regulatory detailed planning to clear the status of regulatory detailed planning in urban planning system,and the role it should play in theory,also card the main content and the main control target of regulatory detailed planning. On this basis, planning evaluation research system against regulatory detailed planning is established in the part of theoretical research. And the structure of ideas, principles, main contents and perspective were also described. In theory thinking, emphasize the analysis method that make the the implementation evaluation and the implementation process combining which is overall, rational and objective. On the analysis of the technology,highlights from the perspective of the public interest to make the implementation of evaluation. In the part of Empirical research,the article make evaluation of the analysis and research on the planning implementation of Xianwen area in two aspects,using the theoretical framework,which are the implementation and the results.Except that, the article comprehensive assess the overall quality of the effective of "regulatory planning of Xian Wen area in the city of Jinan",and then form evaluation results of the implementation of the planning.Finally, on this basis, countermeasures and proposals can be proposed from three aspects which are supporting the implementation of evaluation system for policy planning to establish,to enhance the planning and implementation results, planning technology optimization and planning and implementation of the management.And then point out the insufficiency and the direction of further research work.
