With the huge development of both hardware and software industries,the construction of government service intelligent platform in China has been making great progress,which brings great benefits for the government information management and services.Nowadays,It faces new challenges and opportunities against the background of Internet Plus model.Applying the intelligent platform can not only accelerate the flow of work,but also reduce service costs,improve administrative efficiency and service level,which will greatly boost the overall level of government services.As a key of intelligent platform,software development project has been studied from the software engineering capability maturity model development to agile development.Many theories and methods of it have been proposed so far,and continue to evolve.However,the software project mainly relies on the mental work of engineers,and the ability,experience and organizational behavior of the development engineers cannot guarantee the project to be delivered in a limited time,with low cost and high quality.Focusing on resource constraints,the Critical Chain Method makes up for the shortcomings of traditional project schedule management methods such as the Critical Path Method and Program Evaluation and Review Technique through compressing artificially increased safety time during schedule planning,adding various buffers to deal with the risks and uncertainties in the implementation process,and implementing schedule management by monitoring the consumption of buffers throughout the implementation of the project.Hence,this thesis analyzes the application of Critical Chain theory in software program management under the basis of management practices.Firstly,the research status of Critical Chain theory is reviewed,followed by a comprehensive analysis of the current situation and problems of the software project management of LT Corporation,especially the necessity and appropriateness of applying the Critical Chain theory into software program management.Then,the thesis introduces the Critical Chain technology to the SQXX program where the project schedule plan is put forward and the buffer area is set to administer the project schedule control.Finally,the empirical results and experiences are summarized in order to provide insightful reference for schedule control of software development projects.
