Pilotage plays an indispensable and important role in port 'operations.Pilots' safe boarding and leaving are the two most critical steps in the pilotage.Some ports have been located in sea areas where wind and current are more severely affected.Under rough weather,in order to ensure that the pilot can safely board and leave the ship,it is of great significance to select the pilot boarding waters for' the smooth progress of the port's pilotage.Although China has announced the pilot boarding waters of various ports,with the continuous development of each port,the continues growth of port throughput,the large-scale trend of ships,and rough weather occurs frequently,some waters have gradually exposed some deficiencies in the process of using.In addition,there are no clear regulations on where to board and leave the ship under rough weather.To ensure the safety of pilots,it is necessary to adjust to unspecified waters for boarding and leaving the ship.It may affect the navigation of the surrounding ships,and there are potential safety hazards.Under rough weather,the pilot boarding waters can not only ensure the safety of the pilot's boarding and leaving the ship,but also warn the surrounding ships,and then the safety of the pilot and the normal navigation of the surrounding ships are guaranteed.In this paper,optimum selection of pilot boarding waters under rough weather is the research direction.Firstly,the setting of pilot boarding waters was analyzed,and then combined with the effects of rough:weather on the operation of the piloted vessel and the pilot vessel,it summarized the precautions of selecting the boarding waters under rough weather.Due to the influence of rough weather,the safety issues was mainly considered.Therefore,the relevant influencing factors were analyzed,and the evaluation index system for pilot boarding waters under rough weather was established from the three aspects of natural conditions,water conditions,and traffic conditions.In the determination of evaluation index weights,the improved FAHP method and entropy weight method were analyzed.and the linear weighted method which combined subjective and objective weights was used to determine the final weight of each evaluation index,it made weight more reasonable and scientific.This research is a multi-attribute decision making problem.Using multi-attribute theory and methods,a GRA-TOPSIS-based optimizing model of pilot boarding waters under rough weather was established.Finally,Huanghua Port was used as a case port to verify the model.From the analysis of the calculation results,the optimal pilot boarding waters among the alternatives are obtained,and the analysis proved that it is in line with the actual situation.The index system and the GRA-TOPSIS optimization model established in this paper have certain applicability and operability,which provides a theoretical basis for the setting and selection of pilots boarding waters under rough weather.
