In the new era,China is in the process of transforming from a "big civil aviation country"to a "strong civil aviation country".With the deepening of civil aviation system reform,the implementation of social responsibility of China's state-owned airlines has attracted wide attention from all walks of life.In this process,the government assumes the roles of regulator,promoter and supervisor,and has been committed to promoting the social responsibility of state-owned airlines for a long time,so as to promote the high-quality development of civil aviation industry.Following the research ideas of raising questions,analyzing problems and solving problems,this paper analyses the problems existing in the process of government promoting the implementation of social responsibility of state-owned airlines,and finds out the root causes of the problems.From the perspective of government functions and government roles,it explains the responsibilities and obligations of the government in the implementation of social responsibility of state-owned airlines.On the basis of reading a large number of documents,this paper takes the government as the main body,excavates market failure theory,government role theory and stakeholder theory as the research basis,and summarizes the measures taken by the government in promoting the implementation of social responsibility of state-owned airlines and the results achieved.Starting with the concept,operation mechanism,supervision system and evaluation system of the state-owned airlines' social responsibility,this paper analyses the problems and causes of the current government in promoting the state-owned airlines' social responsibility.By using comparative analysis method and experience summary method,this paper combs the experience of foreign governments in promoting the fulfillment of social responsibility of state-owned enterprises and that of domestic governments in promoting the fulfillment of social responsibility of other state-owned enterprises,and then puts forward the countermeasures to improve the government in promoting the fulfillment of social responsibility of state-owned airlines.In terms of ideology,the government needs to establish the concept of fulfilling social responsibility of state-owned airlines and strengthen the promotion.In terms of operational mechanism,the government should establish an organization and leadership to coordinate the performance of social responsibility by state-owned airlines,complete the legal system for the performance of social responsibility by state-owned airlines,strengthen the government's administrative law enforcement,and set up necessary reward and punishment management measures;in terms of supervision system,it is necessary for the government to promote the establishment of a suitable system.In terms of the evaluation system,the government should set up a reasonable evaluation standard for the performance of social responsibility of state-owned airlines and unify the social responsibility of state-owned airlines.The preparation framework of the report is introduced into the third-party examination of social responsibility reports.
