At present,the development of civil aviation transportation industry has led to the gradual prominent contradiction between aviation demand and airport operation guarantee capability.It is imperative to comprehensively promote the handover of aircraft apron operation management in large civil transportation apron and improve the overall safety level and operation efficiency of the civil aviation industry.In this paper,the comprehensive evaluation and optimization research on the handover of aircraft apron operation management in large civil transport airports is carried out.It has important practical guiding significance for fully grasping the handover operation status of apron operation management,which realizes fine airport management and improves ground operation efficiency.The main contents are as follows:(1)Through studying the cases of the handover of the apron operation management in China,the concept and work responsibilities of the handover of the apron operation management are clarified.The present situation of the handover of airport apron operation management in China is analyzed,the planning criteria of the handover area of airport apron operation management and the basis and method of the handover scope are expounded,and the setting of airport apron tower and the configuration of facilities and equipment are discussed.By analyzing the operation process of the apron operation management handover,the handover procedures and responsible units of the incoming/outgoing aircraft apron operation management are introduced in detail,which provides theoretical basis for subsequent research.(2)Faced with the complexity of the handover of apron operation management,firstly,the influencing factors of safety and operation efficiency of apron operation management handover are analyzed.According to the relevant influencing factors,the preliminary evaluation index system of the safety and operation efficiency of the apron operation management handover is obtained.DEMATEL method and principal component analysis method are respectively adopted to delete the importance of the system according to the evaluation index,and the final evaluation index system of the safety and operation efficiency of the apron operation management handover is obtained.(3)A safety evaluation method based on variable weight matter-element extension model for apron operation management handover is proposed.Variable weight theory is introduced as index weighting,which weakens the influence of subjective factors in safety evaluation,reflects the active participation of the objects to be evaluated,and improves the accuracy of evaluation results.A multi-dimensional cloud model comprehensive evaluation method based on similar cloud is adopted to evaluate the operation efficiency of apron operation management handover.The corresponding standard cloud model is obtained by establishing evaluation attribute sets for evaluation indexes,the attribute cloud model is established by one-dimensional reverse cloud generator,and the similarity measurement method is introduced.The evaluation results are obtained by comparing the similarity results of the two cloud models.(4)Taking safety as the premise and improving the efficiency of scene operation as the goal,using Anylogic simulation software,the scene operation rules and parameters of Nanchang Changbei International Airport are taken as the basic parameters of simulation.Taking the actual flight plan of the airport as the flight flow,the safety and efficiency are comprehensively considered through the multi-objective optimization method.Setting the minimum conflicts of taxiing in and out of the port(safety index),the minimum number of queuing times at waiting points outside the runway and the shortest taxiing time in and out of the port(efficiency index)as the optimization objectives,an aircraft ground taxiing path suitable for the airport under the handover of airport apron operation management is proposed.
