Study On Evaluation Of Safety Management Capacity For Civil Aviation Maintenance Department Base On Matter-element Model

In recent years, with the great increase of the transportation of civil aviation, the workload of aircraft maintenance increases heavily, which leads to rapid growth of the maintenance accident. Although the SMS of aircraft maintenance guidelines for the closed-loop safety management, it does not reach the designated position. So it is necessary to study the safety management capability of aircraft maintenance.Through the study of the safety management and the enterprise's safety management capability, combined with the characteristics of the aircraft maintenance and the researching method of the enterprise's safety management to analyze the connotation of the safety management capability and build the framework of the safety management capability of aircraft maintenance department, proposing the researching idea of the evaluation indexes of maintenance department's safety management capacity. Analyzing the constituent elements of the safety management capability by using the Reason model, combined with the maintenance regulations, industrial standards issued by the Civil Aviation Authority and construction principles to build the initial evaluation indexes.According to analyzing 17 copies of questionnaires from the experts in aircraft maintenance industry, improving the initial evaluation indexes and ultimately determining the index system of the safety management capability. Based on the study of comprehensive evaluation method and the characteristics of the index system, choosing the matter-element model to build the aircraft maintenance department's safety capability assessment model. By calculating the degree of correlation and grade to comprehensively evaluate the safety management capability of aircraft maintenance about one company, finding out the drawbacks of safety management and then improving the level of safety management capability.This model can evaluate the level of the safety management capability of aircraft maintenance department to find the deficiency of safety management,which can improve aircraft maintenance, perfect the effectiveness of regulations, optimize the allocation of safety management resources and improve the overall level of maintenance personnel, consequently protecting the effective implementation of "the Safety Management System of the Aircraft Maintenance" and providing a guiding ideology for the building of safety management capacity.
