Applicability Study On PPP Model In Jinan 0725 Civil Air Defense Project

With the development of urban construction,urban overground space has been fully developed,especially in large cities,which are over developed and become more and more crowded.In order to solve this problem,further development and utilization of urban underground space is particularly important.The construction of civil air defense project is an important part of the development and utilization of underground space.Combining the development of urban underground space with the construction of civil air defense project can not only make full use of the resources of urban underground space,but also strengthen the construction of civil air defense system,save the construction cost and improve the national protection capacity.At present,the main investment mode of civil air defense project construction in China is still the traditional government investment,which is bound to restrict the development of the whole civil air defense project construction.The purpose of this paper is to build a construction model that can promote the development of urban civil air defense projects,and encourage social funds to invest in the construction of civil air defense projects.Through the theoretical research on the development and application of PPP mode at home and abroad,this paper combs the advantages and risks of social capital in the field of investment and construction of public facilities,and studies the development of civil air defense project construction at home and abroad,analyzes the main reasons that restrict the development of civil air defense project and the necessity of introducing social capital into civil air defense project construction under the current situation,For the following analysis of the applicability of PPP mode of civil air defense project,theoretical preparations are made.First of all,this paper analyzes the necessity of the PPP mode of the 0725 civil air defense project in Jinan,and analyzes the feasibility of the 0725 civil air defense project qualitatively and quantitatively with the method of value for money.Secondly,this paper selects three completed civil air defense projects in Jinan that adopt PPP mode as typical cases for investigation and research;through analyzing the operation mode adopted in the case and the problems existing in the actual operation under this mode,through consulting a large number of literature,and adopting the semi structured focus interview method,interviews with relevant experts in the field of civil air defense project construction,Combined with the characteristics of 0725 civil air defense project,the PPP operation mode of 0725 civil air defense project is determined.Then,this paper constructs the whole construction process of PPP mode of civil air defense project from two aspects of government responsibility and social investor responsibility.This paper studies the applicability of the PPP mode of Jinan 0725 civil air defense project and the whole process of building the PPP mode of civil air defense project,so as to provide experience for the promotion of PPP mode in civil air defense project construction,and to pave the way for social investment in civil air defense project construction and promote the development of civil air defense industry.
