Research On The Evaluation Of Facility Management Level For Civil Air Defense Project With Guangzhou JH Project As An Example

Civil air defense project is related to the safety of the country and citizen’s lives and property,and is an important part of national defense construction.Along with the continuous development of urbanization,the scale of civil air defense project is getting bigger and bigger and the devices are getting more and more sophisticated.All these raise higher requirements for the facility management of civil air defense project.Effective evaluation of facility management level for civil air defense project can clarify the importance of various factors to facility management,also can provide the basis for decision-makers.Therefore,the comprehensive evaluation of facility management for civil air defense project is of great significance to promote the sound development of civil air defense project in China.In this thesis,the research is carried out according to the following aspects:(1)Brief introduction of the research progress for civil air defense project facility management and the facility management evaluation,compares the existing comprehensive evaluation methods and weight calculation methods,and finally selects fuzzy comprehensive evaluation method and analytic hierarchy process as the research methods of this thesis,and elaborates the specific steps of these two methods in detail.(2)Selection and Optimization of the evaluation index for civil air defense project facility management.The first level indicators are determined on the basis of the definition of facility management Association and the expert research results;the second level indicators are obtained by literature retrieval and statistics.Then the primary indicators are optimized by using expert interview method.Finally,the weight of each indicator is recalculated by AHP,which provides quantitative basis for project evaluation.(3)The management level evaluation of civil air defense project facility management.Taking Guangzhou JH project as an example,the evaluation set of each index of the project is obtained through a questionnaire survey.Then we evaluation this project by using the fuzzy comprehensive evaluation method.The result shows that the facility management level of the project is "quantitative level".(4)Optimization suggestions of civil air defense project facility management.According to the results of the comprehensive evaluation,the thesis puts forward the specific optimization advice to improve the facility management level of JH project.This not only provides theoretical countermeasures for the improvement of the future facility management level of the civil air defense project in the case,but also provides reference for the optimization and transformation of other civil air defense projects in China.
