| Maritime rescue is the last line of defense for maritime safety assurance,and enhancing the ability of marine rescue has always been valued by all parties.As the affairs in the South China Sea are becoming more and more busy,the marine accident rate continues to increase.Therefore,optimizing the layout of the search and rescue bases on the South Island Reef,quickly dispatching rescue forces,shortening the rescue response time,and improving the success rate of China’s offshore waters rescue have become hot topics in the field of marine rescue.With the advent of large-scale amphibious aircraft independently developed by China and the steady advancement of the construction of the South Island Reef,China has provided base guarantee for China’s future offshore waters maritime rescue,accelerating the construction of China’s aviation emergency rescue system,and rapidly improved emergency rescue response capabilities.Therefore,it is of great theoretical significance and practical engineering value to study the deployment of rescue forces in the southern islands and reefs of China.The main research contents are as follows:This article first established a rational evaluation system for the deployment of amphibious aircraft in the Islands and Reefs in the South China Sea.Based on the natural conditions of the South Island Reef and the construction of the island and reef,combined with the design parameters of the amphibious aircraft,the rationality evaluation index was selected,and the fuzzy comprehensive evaluation was used to establish the evaluation model.Secondly,considering the large area of the South China Sea and limited rescue resources,combined with the case study of the South China Sea,this paper studies the optimal dispatch of offshore rescue forces in the South China Sea and other offshore sea areas,and uses two methods of weighted scoring decision and fuzzy similar priority ratio decision to establish a decision model.Finally,three islands and reefs in the South China Sea are selected,and the fuzzy comprehensive evaluation model is used to evaluate the rationality of amphibious aircraft deployment in these islands and reefs,and then verify the feasibility of the evaluation model.On this basis,it is proposed to deploy amphibious aircraft on an island reef with the best evaluation results.Combined with the actual rescue case in South China Sea,the weighted decision-making and fuzzy similarity optimization decision-making model constructed is used to rescue the rescue forces and cases in the case.The optimized ranking research of the deployed amphibious aircraft has resulted in a ranking that is consistent with the actual situation.The research results provide a meaningful reference value for future decision-making and evaluation of maritime search and rescue. |
