With the advent of the global modern logistics era,transportation technology has become more and more mature,and the large-scale ships have continuously improved the natural conditions and equipment requirements of the port.However,the current lack of infrastructure construction in some ports,the low level of technology utilization and innovation in ports,and the low level of port logistics informatization still exist,restricting the development of port logistics and the improvement of port logistics efficiency.Therefore,studying port logistics efficiency has certain reference and guiding significance for the high-quality development of ports.This article first introduces the development status of Rizhao Port.It is found that the port cargo throughput and container throughput of Rizhao Port are continuously increasing.At the same time,Rizhao Port is also strengthening port infrastructure construction.The overall profitability is also increasing,but the port logistics efficiency It is not known how to promote the development of the port,realize the efficient operation of the port,and effectively improve the quality and level of port service.Based on the above situation,this article studies the development and efficiency of the port logistics of Rizhao Port,and the specific research work as follows:(1)Construction of the evaluation index system and model of logistics efficiency of Rizhao Port.First,it analyzes the development status and existing problems of Rizhao Port.Secondly,on the basis of satisfying the principles of constructing the index system,combining previous scholars ’ research,considering the availability of index data and combining the basic conditions and characteristics of the Rizhao Port ’ s port logistics system,adopting the idea of combining production methods and asset methods,The index system of this article is constructed to provide a basis for the following specific analysis.(2)Evaluation and analysis of port logistics efficiency of Rizhao Port.First,obtain the relevant data of Rizhao Port’s input and output indicators through investigation and consulting related statistical yearbooks,and use the traditional DEA model to evaluate the port static efficiency of Rizhao Port from 2014 to 2018.Secondly,use super-efficiency DEA to measure ports in DEA’s effective state,determine the port logistics efficiency between ports,and then combine the two calculation results to carry out specific analysis from the three dimensions of comprehensive technical efficiency,scale efficiency and pure technical efficiency.Finally,the DEA-Malmquist index model is used to analyze the development trend of Rizhao Port in the past five years and in the future,and the logistics efficiency of Rizhao Port is analyzed and evaluated according to the calculation results.(3)Put forward strategies to improve the logistics efficiency of Rizhao Port.Based on the analysis and evaluation results of the port logistics efficiency of Rizhao Port,and learning from the valuable experience of ports with higher logistics efficiency,we propose targeted countermeasures to improve the port logistics efficiency of Rizhao Port to promote the efficient development of Rizhao Port’s port logistics.Through the above work,the main conclusions obtained are as follows:(1)According to the calculation results of DEA and super-efficiency DEA models,the overall port logistics efficiency of Rizhao Port is less than 1,which is in a state of invalid DEA.The pure technical efficiency of Rizhao Port is always effective,so the level of its logistics efficiency mainly depends on the scale efficiency,that is to say,the ineffectiveness of the scale efficiency leads to the ineffectiveness of the logistics efficiency of Rizhao Port.In the early stage,the resource input of Rizhao Port was redundant,indicating that large-scale port construction not only failed to improve port logistics output,but also prevented excessive production capacity from being converted into output,resulting in overcapacity,thus restricting the port.Logistics operation efficiency.Therefore,Rizhao Port should fully integrate port logistics resources,increase the optimization of resource allocation,enhance port logistics management capabilities,improve port logistics management level,and thereby improve the port logistics efficiency of Rizhao Port.(2)According to the calculation results of DEA-Malmquist index,the technological progress change index of Rizhao Port is the main reason for the continuous decline of total factor productivity.Judging from the 2014-2018 total factor productivity data,the technological level of Rizhao Port has declined,indicating that Rizhao Port has not paid enough attention to the port’s technological progress.This has led to the technical progress index that inhibits the increase in total factor productivity..Therefore,Rizhao Port should pay more attention to port technology innovation and technology utilization,introduce high-tech equipment,improve port loading and unloading efficiency,and keep up with the country ’ s policy on port technology innovation.Improving Rizhao Port ’ s technical efficiency is still a need for continuous efforts in the future.Direction.
