Research On The Influence Of Electricity Sales Side Reform On The Planning Of East China Power Grid

In the past ten years,with the steady and sustained development of the macro economy,China's power generation and consumption have also grown rapidly.While promoting the development and progress of the power industry,the power market reform has further increased the difficulty of power grid planning.Since the beginning of the new round of power system reform in 2015,the emergence of new participants(such as power sales companies,load aggregators and energy service providers),the implementation of the renewable portfolio standard and the establishment of TGC market have had a huge impact on the power grid planning.Therefore,it is necessary to explore a new method to comprehensively analyze the impact of power sales reform on power grid planning,and develop a power grid planning suitable for the new environment.Based on the analysis of domestic and foreign research status and practical results,this paper studies the impact of electricity sales side reform on East China Power Grid planning.The main work is summarized as follows:Firstly,after analyzing different information of this new round of electricity reform in East China such as the formation of electricity sales companies in the region,the trading rules of electricity market and the trading status quo of TGC,it studies that four main players like power generation,power grid,users and power sales companies have difficulties in power grid planning under the background of electricity reform,and these factors are summed up including the change of trading methods,the development of distributed energy and the establishment of TGC market.Secondly,based on the improved SVR algorithm,a model is built to study the impact of single reform factors on load forecasting,and a system dynamics model covering three factors is also constructed to further achieve the comprehensive impact effect.Under the promotion of new electricity reform,TGC,real-time trading and other power market means,the national electricity demand is growing steadily.Thirdly,the impact of the development of power sales companies on the power supply structure is analyzed,and a sales power company operation model is established to analyze the availability of conventional power supply planning capacity with the development of power sales companies,even the speed of its reduction depends on the sales company's development.Fourthly,the establishment of the FM auxiliary market puts forward new requirements for the frequency modulation and frequency modulation scheme of the generator set.The implementation of TGC has affected the traditional energy supply and increased the installed capacity of distributed energy.Based on the existing power planning scheme,the old units with slow speed and small capacity can be changed into new ones with high speed and large capacity to meet the frequency modulation requirements during the power planning period.Fifthly,the implementation of tradable green certificates has affected the traditional energy supply and increased the installed capacity of distributed energy.And the power supply planning only considering the load increase is no longer applicable.The new energy has been gradually paid attention to because of its low power generation cost and environment-friendly characteristics.Therefore,grid planning needs to consider the power planning for renewable energy.
