The Practical Difficulties And Reform Strategies Of The "River Chief System" In S City

In recent years,the "River Chief System" has received praise and expectation from the community for its distinct innovation and effectiveness,however,this system is still in its infancy.There is still much room for discussion and clarification.Some theories have been discussed,for example,the "short-term effect","sports governance" and "passive reaction" theories.However,these theor etical discussions cannot effectivelysolve the practical difficulties faced by the "River Chief System".S city is a typicalnorthern inland city,without sufficient water resource.To study the current situation of the systemat a grass-roots level,particularly,in S city,to analyze the difficulties and to propose feasible strategies,could accelerate the practical application of the "River Chief System".This study analyzed the applicationof the "River Chief System" in Taohe River basin in S city,and discussed in multiple aspects,including thereview of the relevantliterature,the inspiration from the "cooperative governance" and the "consistency of power and responsibility" theory,andthe combination with the local practice based on the specific natural characteristics.The aim of this study is to provide experience andenlightenment for further perfecting the "River Chief System" in H province.Through a long-term practice and in-depth investigation at the grass-root level,the major results of the study were gathered and analyzed.The current achievements and the difficulties appeared in the application of the "River Chief System" in S city were addressed.Moreover,the possible reasons of the practical difficulties were analyzed,including the lagged policy making,the inade quate infrastructures,the insufficient practical system,and the outdated governance concepts,etc.Based on the analysis of the reasons for the practical difficulties of the "River Chief System",the study also discussed the potential solutions to improve the current situation.This study have discussed the solutions from four aspects,to improve the relevant laws and regulations,to enhance the construction of supporting infrastructures,to establish a coordinated governance mechanism involving multiple subjects,and to bulid a green-political-achievementview.This study provides useful reference and experience for the implementation of the "river length system" in H province and even the whole country,so as to achieve the ecological governance goal of "Hai Yan He Qing".
