Equipment manufacturing industry plays an important role in the development of China's industrial economy.It is the foundation of China's economic development,and also the guarantee to enhance the national competitiveness.As a traditional suburban area of Shenyang,Yuhong District has nearly 50 years of supporting history and thousands of supporting enterprises in Shenyang process of the equipment manufacturing industry.In recent years,in order to adapt to the new development situation,Yuhong District adapts to market trends and area economy,vigorously build equipment manufacturing industry cluster,make full use of cluster advantages,promote economic growth,improve the level of economic development.Since 2010,Yuhong District has been approved for the overall planning of Shenyang Economic Zone Development of urban and rural comprehensive reform pilot area,Shenyang information industry integration and test area,an important equipment manufacturing and supporting industrial cluster in the layout of "three plus two" in the equipment manufacturing industry of Shenyang.But in the development process of equipment manufacturing industry cluster in Yuhong District,influenced by traditional ideas,and lack of management experience,the development of the equipment manufacturing industry cluster of Yuhong District is slow and the management is confused,which brings great unfavorable factors to the economic development of Yuhong District,and seriously restricts the further development of the economy and society of Yuhong District.How to improve the management of industrial cluster of equipment manufacturing industry of Yuhong District has become an important subject of economic development in Yuhong District.The thesis uses the theory of public management,the marketization of public services and the transformation of government functions,through investigation and research methods,comparative research methods,literature analysis methods,from the aspects such as improving service consciousness and standardizing management system,innovating investment and increasing support,adjusting industrial structure and promoting cooperation of the platform,improving management mechanism and strengthening supervision,transforming government function and innovating management model to put forward management countermeasures for equipment manufacturing industry cluster in Yuhong District.
