Research On Income Distribution Of PPP Expressway Project

With the rapid development of our country's economy and the improvement of the living standards of the general public,the demand of urban and rural construction for highways is also increasing.At present,the stock of highways in China can not meet the needs of the public,so the construction of highways has also entered a period of rapid development.However,due to the high operating costs,long recovery period,and high technical requirements of expressway construction,the financial pressure of local governments and the lack of project management experience,it has encountered certain difficulties in the construction of highways.Therefore,the introduction of private capital and advanced technologies into the implementation of expressway projects is an effective way to promote the innovation and steady development of expressway projects.In recent years,the government has pushed the PPP model,which has been widely used in many areas,and the transportation industry accounts for a large proportion.At present,the research on PPP expressway projects mainly focuses on risk sharing,investment and financing,and there is less research on income distribution.Therefore,it is necessary to study the income distribution of PPP expressway projects.This paper first analyzes the development of PPP model and the PPP expressway project,and summarizes the relevant research literature of PPP.It is found that it has theoretical and practical significance to study the income distribution of PPP expressway project.Then the stakeholder theory of PPP highway and the related theories of income distribution are expounded,and the advantages and applicability of establishing PPP project income distribution based on Shapley value are demonstrated.Then the paper analyzes the current difficulties faced by PPP expressway project,and further analyzes the current situation and main problems of PPP expressway project revenue distribution,and puts forward the problem of the lack of effective income distribution mechanism of PPP expressway project in China.Then,by correcting the influencing factors of income distribution,the income distribution model of PPP project based on Shapley value method is established.Finally,through the case evaluation,the objective fairness of this model is verified.The results show that the revised model can stimulate the enthusiasm and initiative of various stakeholders of the PPP expressway project,improve the project cooperation efficiency,and thus promote the operation efficiency of the PPP expressway project.We will ensure the quality of projects and improve the service level and social benefits of public goods.
