Study On The Renovation Of Village-level Industrial Parks Under The Policy Of Industry Development Reserve

Since the reform and opening,Pearl River Delta has achieved remarkable achievements.The bottom-up "rural industrialization" of Nanhai District of Foshan City has formed an industrial foundation of "village ignition,smoke from households",which has produced huge economic benefits.But the extensive industrialization model consumes a lot of land resources,making Problems such as inefficient use of land,depletion of new construction land and space fragmentation have emerged.At the same time,the country's strategic decision to promote "innovation-driven" requires in-depth participation in regional industrial division and coordination.Industry of Nanhai is in urgent need of transformation and upgrading.Under the pattern of the Guangdong-Hong Kong-Macao Greater Bay Area,urban quality also needs to be improved.The village-level industrial park in Nanhai was formed in the process of "rural industrialization".It has a large number,a large area,and a large transformation potential.It is the main source for releasing industrial space,undertaking industrial transformation and improving urban quality.Since 2007,Nanhai has become the first place for the "Three Old" transformation policy.The transformation bonus released by the policy has greatly mobilized the enthusiasm of rural collectives and market forces to participate in the transformation of village-level industrial parks.A large number of village-level industrial parks have improved land use efficiency,repaired urban space,and improved the image of the city,which has become an important means for driving economic and industrial development.However,due to the high short-term land income of real estate,the excessive flow of stock industrial space to the "industrial and commercial reform" project has had an extrusion effect on local enterprises,and the structural imbalance in industrial development has gradually led to "off the manufacturing" and "off the local The "holistic" industry is hollowed out,and it has a huge impact on social benefits.In order to solve the problem and protect the space for industrial development,keep the enterprises,and retain a sustainable industrial tax base,the government has successively issued a series of policy reliefs,trying to promote "work reform" through policy restoration.This paper builds a theoretical and practical background of the village-level industrial park transformation based on the existing literature.Using data analysis,field research and unstructured interviews to analyze the formation and shortcomings of the village-level industrial park in Nanhai,Foshan;analyze the evolution of the "Three Olds" transformation policy and village-level industrial park reform practices,summarize the problems,study the role and constraints of the Industrial Development Reserve Policy,and the difficulties under this policy.Through the Case study,found that in the Taiping Industrial Park transformation,the government coordinated land,industry and policy to carry out continuous transformations,and then introduce the leading enterprises in key industries and increase earnings.Based on case studies,this paper summarizes the path of the government's overall transformation,and a "development alliance" that can be reconstructed by the government,village collectives,and industrial entities to promote the sustainable development of the industry.Finally,this article puts forward suggestions for the extensive village-level industrial parks in the Pearl River Delta region: the industrial development protection zone can protect the industrial development space,which is conducive to protecting the industrial tax base,but also made the transformation of the village-level industrial park into a dilemma.The most important is how to maximize the benefits,guide the active participation of the main bodies and transform the difficulties.Government co-ordination is one of the modes of village-level industrial park transformation.The government provides effective planning guidance,investment attraction and special policies,so as to realize the integration of land in the area,the upgrading of industries and the deepening of transformation.
