According with the airspace flow increasing, the workload of air traffic controllers is also rising, and has become one of the most important factors which restrict the sector capacity. The workload of air traffic controllers and capacity evaluation based on workload are deeply analyzed from the aspects of theory and practice. And use dynamic model to predict the change of air traffic controllers'workload. First of all, the development of air transportation in China is introduced, then the current situation of study on workload is construed. After that, the factors impact the workload of ATCs and its classification are discussed, and specific new method of evaluating the workload of ATCs is implemented. Then, dynamic density model is introduced in details and combined with traffic factors, it is been used to forecast the change of the workload. After this, based on the developed model associated with the characteristics of Shanghai airspace NO.1 sector, according to the workload evaluation model, the idiographic capacity evaluation method of sector is introduced and is validated by an instance, and use subjective weight and objective weight dynamic density method to forecast the change of ATCs'workload, then the Pearson correlation coefficient r is used to analyze the correlation between dynamic density and workload. The workload evaluation system is introduced and used to evaluate workload and dynamic density. Finally, the further work on the research of workload of air traffic controllers and capacity evaluation are pointed out.
