Design And Implementation Of Electronic System For Preliminary Evaluation Of Electric Power Material Procurement

The tender procurement implementationofState grid corporation including the tender preparation,bidding documents preparation,bids,bid opening,bid assessment and selection,contract signing,rated as important steps of the evaluation link,at the beginning of this phase is the main task of the group technology,the commercial bid evaluation to examine the bid documents in accordance with the division of labor,to verify the integrity of the eligibility of the bidder and the bid documents,unclear meaning of substantive response to the tender documents or not,inconsistent requires bidders to clarify the situation of the initial opinions and form a summary report.As a subordinate unit of state grid corporation of China,the bidding and procurement volume of X company also increases gradually with the expanding scale of electric power construction in recent years,resulting in increasing work pressure and workload of preliminary evaluation.However,in the current practical business of X company,the preliminary evaluation is still carried out under the artificial line,resulting in low efficiency of bid evaluation,unstable quality of bid evaluation and irregular preparation of bid reading records.In addition,with the wide application of the Internet,the advantages of electronic are widely used in the bid evaluation work in all walks of life,greatly improving the efficiency of bid evaluation.Based on this,this paper combined with the actual situation of X company's initial evaluation business,and referred to the advantages of electronic bid evaluation,studied and designed the electronic system of initial evaluation of power supplies procurement,so as to solve the existing problems in X company's initial evaluation business process and improve the efficiency and quality of initial evaluation.Based on the preliminary evaluation business of power supplies procurement,this paper first takes the bidding and evaluation business of power supplies as the background,sorts out the bidding and evaluation business process,analyzes and determines the bidding and evaluation rules and standardized bidding and evaluation documents,and discusses the feasibility of the research and design of the electronic preliminary evaluation system.Then,based on the needs of the business data to build electronic intern system logic model,the system needs to implement the business function module,and using e-r model data into the system logic relations,on the basisof using B/S(browser/server)architecture and ELINK development platform,system network structure,software system module design and system test to achieve the goal of system implementation.Finally,in order to facilitate the smooth application and implementation of the system,the application benefits and application support measures of the electronic system for initial evaluation of material procurement are analyzed to promote the full integration of the system and the initial evaluation business process.
