Research On The Value Evaluation And Protection Planning Of Xi'an Industrial Heritage From The Perspective Of Urban Renewal

With the expansion of urban scale and the acceleration of industrial transformation and upgrading,It is difficult for traditional industries to adapt the needs of urban development,and many industrial enterprises are confronting the problems of shutdown,merger,closure or relocation,therefore,the industrial areas where the traditional industry is located has become the main object of urban renewal.At present,the protection of industrial heritage involved in the transformation of traditional industrial areas has been highly valued by governments,in addition to the protection list and utilization guidelines published by the state,local governments have also formulated relevant special plans or regulations on conservation regulations to strengthen the standard degree of industrial heritage protection and renovation.Nowadays,Beijing,Shanghai,Hangzhou and other places have successfully realized the economic recovery and material environment renewal of declining industrial areas through the protection and utilization of industrial heritage,from which we observe that it is of great significance to research the protection of industrial heritage to promote the transformation and upgrading of traditional industrial areas and promote urban renewal.This article takes Xi'an as the research area.in the first place,this article discussed the relationship between urban renewal and industrial heritage protection.Secondly,it clarifies and summarizes the historical process of Xi'an's industry and the common value of industrial heritage,based on this,the evaluation index system is constructed to evaluate and grade Xi'an industrial heritage.Finally,by the results of value evaluation,this article discusses the protection planning system and contents of Xi'an industrial heritage,and put forward urban renewal strategies for different protection levels.The results showed as follows:(1)The existing industrial heritage of Xi'an is mainly distributed in Daqing Road Industrial area and Han Sen Zhai industrial area,these places have many problems,such as the unemployment of workers,the lack of service business and the lack of space for public park.Besides,People who living in traditional industrial areas have low awareness of industrial heritage protection,half of the people not familiar with industrial heritage,and they don't care about the preservation or demolition of industrial heritage.(2)Referencing the value composition,selects evaluation indexes from three aspects of industrial enterprise value,industrial building value and economic value,the evaluation indexes are selected from three aspects of industrial enterprise value,industrial building value and economic value,and constructs a comprehensive value evaluation system of industrial heritage,which includes 19 evaluation factors,such as time for completion,historical events or historical figures,regional identity,promoting social development,corporate culture,industry representation,production technology representation,etc.(3)Withe the evaluation system,we can conclude that Xi'an has two first-level industrial heritages,seven secondary industrial heritages,six third-level industrial heritages and four general industrial heritages.As a result,A basic industrial heritage pattern of "two pieces and four points" was formed in Xi'an.(4)According to the case and protection grade of industrial heritage,it is suggested that,the first-level industrial heritage should be transformed into an industrial museum,secondary industrial heritage can develop cultural and creative industries or urban public space,thirdlevel industrial heritage focuses on comprehensive commercial development,the general industrial remains according to the preservation of buildings to develop comprehensive commercial development or construction land replacement.
