Today,e-commerce is thriving in the midst of an economic boom.The growth of small cargo volume high added value,such as medicine and fresh food,represented by express logistics,is particularly prominent.Against such a backdrop,customers are increasingly demanding on the security,convenience,and timeliness of delivery of logistics.It can be said that the development of logistics industry will depend on the development of rapid transport market.In the meantime,the rapid development of high-speed railway will set a new turning point for the logistics express market.According to statistics,the length of China's high-speed railway has reached more than 30,000 kilometers in 2020.With the implementation of the high-speed rail framework of high speed railways net step by step,China will gradually form a complete high-speed rail network.And,presciently,high-speed rail freight will boast an absolute advantage in the rapid transit market.The change of actual logistics demand and the dilemma of the existing operation mode make the development of high-speed railway logistics an inevitable trend.Despite the obvious advantages of high-speed railway in terms of timeliness and safety,the imperfect infrastructure construction,few business outlets,low efficiency of goods operation and weak regional transport capacity of high-speed railway have greatly hindered the development of high-speed railway logistics.Therefore,it is time for HSR to cooperate with third-party logistics companies to realize "door-to-door" transportation.However,in view of the problems in multimodal transport such as poor information,high transaction cost and low cohesion efficiency,it is necessary to establish a high-speed railway logistics alliance to improve logistics efficiency,reduce transaction costs and improve service quality by virtue of the advantages of the alliance,so as to generate new benefits for the alliance enterprises.Finally,this kind of complementarity can meet the needs of today's logistics industry while achieving complementary advantages and win-win cooperation.In order to achieve stable operation,it is necessary to satisfy the interestdemands of alliance members,reasonably organize transportation schemes,optimize transportation network,and reduce logistics costs,so that the alliance can create greater benefits for alliance members.Firstly,this paper analyzes the necessity of high-speed railway logistics and expounds the problems existing in high-speed railway and the problems existing in the multimodal transport between high-speed railway enterprises and third-party logistics enterprises.In addition,this paper proposes to improve the transport efficiency,reduce transaction cost and expand the demand market of high-speed railway logistics by establishing an alliance.On this basis,this paper puts forward the strategy of constructing high-speed railway logistics alliance,which can form a complete alliance gradually from part of the alliance.Three kinds of alliance transportation networks are designed,and a network optimization model with minimum total logistics cost is established.In this paper,the optimization problem is transformed into a variational inequality problem and solved by euler's algorithm.From the point of view of reducing the cost of alliance logistics,the optimal transport scheme and the distribution scheme of each node are given.The model and algorithm are verified by an example,so as to simulate the network decision in the actual operation of the high-speed railway logistics alliance,and provide a basis for the implementation of three different forms of the alliance's actual transportation activities.
