| Since 2008,there has been an urban expansion model dominated by new town construction in China.As of 2014,there were 2957 new towns and new areas in the country in a broad sense,with the removal of single-function university parks and industrial parks,there were 545 new towns and new areas in a narrow sense.The existing theories of urban construction are basically around urban renewal and old city transformation,and their studies are mostly focused on single factors,such as spatial layout,evolution mechanism,industrial collocation,integration of production and cities,land use,and so on.However,new town construction includes the development of housing construction,rail transit,greening,municipal supporting facilities and other projects.And has a large amount of investment,simultaneous construction of the project,a large number of participants,cross-operation and other remarkable characteristics.The quality of new town construction is directly related to the efficiency of urban construction in China.Therefore,the research on the key success factors of new town construction has certain theoretical significance and practical value for the development of new towns in China.Qianhai Shenzhen-Hong Kong Modern Service Industry Cooperation Zone is the core engine of Guangdong-Hong Kong-Macau Greater Bay Area.In 2015,Qianhai New Town Construction headquarters was established around the concept of "overall planning and construction",which is responsible for coordinating the construction of Qianhai New Town.After that,Qianhai entered the stage of comprehensive construction.As Qianhai is both a new city and a free trade pilot zone,and its headquarters is also the first legal body in China,Qianhai can boldly carry out all aspects of institutional innovation,thus leading the construction of new cities across the country.therefore,it is of great significance to the key success factors in the construction of Qianhai New Town.This paper starts with the research status of new town construction and key success factors at home and abroad,and then expounds the basic theories of project command management,project group comprehensive integrated management,rule of law institutions and project success standards.After that,Qianhai New Town is a case study.Firstly,it introduces the overall situation,construction progress,characteristics,common problems and challenges of Qianhai New Town.Secondly,it refines and summarizes the common problems encountered by Qianhai New Town Construction headquarters according to the rooted theory,identifies the key success factors of Qianhai New Town construction through literature research at home and abroad,combined with work experience,and forms a preliminary list of factors.Through interviews with senior participants in the construction of Qianhai New Town,we further supplement and improve the preliminary list of factors,form 21 key success factors,and develop a questionnaire.Through the analysis of the questionnaire results by SPSS software,the key success factors affecting the construction of Qianhai New Town are sorted and grouped,and eight key success factors affecting the construction of Qianhai New Town are determined,which are the efficiency of administrative examination and approval,multi-level progress planning of project groups,interface management of large-scale complex project groups,consistency of municipal supporting and land development time sequence,quality and safety management of new town construction,traffic relief and policy support.Finally,combined with the development experience of Qianhai New Town,it is suggested that the organization mode of new town construction should be led by the new town construction headquarters and assisted by the thirdparty overall coordination platform.We should focus on the administrative examination and approval of infrastructure construction,the establishment of new town construction progress system,project group interface management,new town quality and safety management,new town information. |
