Study On The Problems And Countermeasures Of Social Insurance For Migrant Workers In The New Era

Under the background of the new era,the major social contradictions in our country have been transformed into the contradiction between the people's growing needs for a better life and the unbalanced and inadequate development.The report of the 19 th National Congress of the Communist Party of China proposes that we should take the people as the center,and build a multi-level society covering the whole people,urban and rural areas as a whole,with clear rights and responsibilities,moderate and sustainable security,in accordance with the requirements of the bottom line,network organization and mechanism construction Will guarantee the system.As an important part of the social security system,social insurance plays an important role in maintaining social stability,realizing resource allocation and promoting economic development.However,migrant workers who have made great contributions to the urban development of our country have not implemented social insurance policies in place,which is not conducive to the realization of a happy life in the new era.The author finds that the following problems exist in the social insurance of migrant workers in the water conservancy and hydropower construction industry in the new era: first,the flexibility of the social insurance system of migrant workers is poor;second,the employment unit has the phenomenon of less insurance and no insurance;third,the participation rate of migrant workers is low,and the phenomenon of withdrawal is prominent.The reasons for the social insurance problems of migrant workers in the new era are as follows: on the one hand,the government has unclear responsibilities and inadequate policy implementation;on the other hand,the laws and regulations on social insurance for migrant workers are not perfect and the law enforcement is insufficient;on the other hand,the awareness of migrant workers' participation in social insurance is not high and their mobility is large;on the other hand,the employers,The signing rate of labor contract with migrant workers is low,and the willingness and ability to pay are low;fifth,the social insurance system for migrant workers is not perfect.In this paper,the water conservancy and Hydropower Engineering Bureau(s)as an example,a sample survey of 500 migrant workers,summed up the characteristics of migrant workers in China's water conservancy and hydropower construction industry and the status of participating in social insurance,combined with the theory of rural surplus labor transfer,government function theory and social security theory,using comparative analysis,sampling survey,literature research and comprehensive analysis,analysis of new Based on the existing problems and causes of the social insurance system of migrant workers in the era,the corresponding countermeasures and suggestions are put forward to establish and improve the social insurance system of migrant workers in the water conservancy and hydropower construction industry in the new era.
