As the crude oil terminals of China's major coastal port groups are successively completed and put into operation,the market-based competition of crude oil storage and transportation enterprises is becoming increasingly fierce,and enhancing the competitiveness of enterprises has become the primary problem which major crude oil storage and transportation enterprises must solve.The way to increase the market competitiveness of enterprises simply through throughput expansion has encountered a bottleneck.Therefore,it is urgent to improve the market competitiveness of enterprises by improving the overall level of the production and operation site management of crude oil storage and transportation enterprises.Compared with specialized terminals such as containers,which have advanced management models,most crude oil terminals organize production operations relying only on experience,and the low level of management makes it difficult to improve the efficiency of production operations.To solve the problems existing in the production and operation site of crude oil storage and transportation enterprises,it is necessary to analyze the causes of the problems in detail,which starts with the study of personnel,environment,processes,safety,equipment,systems and other factors,with the goal of improving safety,efficiency and quality in the production and operation site.As the first pipeline crude oil transportation terminal in China,the First Branch of Qinhuangdao Port Company has been operating smoothly for 47 years.It has all kinds of typical production and operation site management problems existing in old crude oil storage and transportation companies,which is very suitable as a research object for improvement of production and operation site management.The purpose of this study is to investigate and research the production and operation site management of the First Branch of Qinhuangdao Port Company,find out the problems in the production and operation site management,so as to improve the overall management level and market competitiveness of the company.First,the relevant theories of the production and operation site are introduced,and thebasic concepts and related theories of production and operation site management are explained,which provide theoretical and methodological support for the research of production and operation site management conditions in the enterprise.Secondly,an empirical analysis of production and operation site management of the First Branch of Qinhuangdao Port Company is carried out using comprehensive methods such as site investigation and system analysis,and it is found that the company had problems in production and operation site management.Finally,based on the analysis of the existing problems in the production and operation site management of the First Branch of Qinhuangdao Port Company,the design of the improvement plan was carried out from various aspects such as operation command,environmental management,equipment management,and system management,and supporting measures were put forward to ensure the smooth implementation of the improvement plan from the aspects of employee training,organizational supervision and technical application etc.This article is of great significance to improve the production and operation site management system of the First Branch of Qinhuangdao Port Company,promote the company's overall management level,and promote the company's stable development.
