Recently, with the further height of system performance and complexity for modern aircraft. The cost of study development and test is rise sharply. In order to resolve contradiction between the costs is rising and outlay being hard up. It is important to establish military aircraft scheme evaluation index set. It can provide decision-making, improve requirement using efficiencies and reduce invest risk. At present, there are many evaluation methods. But it is difficult to study because scale criterion is different.In order to ensure rationality of scheme evaluation and embody nicety of evaluation result. This paper provide a set of whole evaluation flow, the purpose lies establish military aircraft scheme evaluation indexes set for the situation of our country gradually. Then around this way, the following works had been done:1) At first, we confirm evaluation object. According to Army-system structure, analyzed evaluation object and definite premise condition and request.2) Establish scheme evaluation index. Factor that must be considered in the evaluation will inevitably change with the development of military aircraft. The System capability, life cycle cost, develop cycle are put forward as the criteria of scheme evaluation of military aircraft.3) Confirm evaluation algorithm. Because a lot of stochastic and fuzzy factors in estimation index set. This paper applies the fuzzy synthetic evaluation theory and establishes two-level synthetic evaluation model based on the studying AHP. Ensure rationality of scheme evaluation and embody nicety of evaluation result.4) Scheme is validated by example. Estimation air-air and air-land combat effectiveness by estimation indexes set and evaluation algorithm. Contrast result with Analytic Parameter Process. Finally, the result indicates that the estimation indexes set has been some meaning.5) Finally, optimize combat effectiveness model. On the base of analyzed combat effectiveness, positive and negative definition of optimize model is given in this paper, establish and optimize combat effectiveness model.
