Research On The Operational Performance Evaluation Of PPP Project In Landscape Industry Based On The BSC

In the ranking of China’s sunrise industry,the gardening industry is relatively advanced,but due to the existence of a single financing channel in the gardening industry,the large capital investment and the slow repayment of accounts receivable business characteristics make the gardening industry stagnant and self-imposed.However,the emergence of the PPP model has broken this confinement.By the end of the third quarter of 2019,the cumulative number of PPP projects was 9,249,with an investment of 14.1 trillion yuan.In January 2020,the mainstream category of projects in the landscape industry-ecological and environmental protection PPP projects in the inventory of the net increase in investment ranked first,the project heat remains high.Since the launch of the PPP project,the government has continued to introduce policies to help the orderly and healthy development of PPP.In 2019,the Ministry of Finance issued Finance Office Jin [2019] No.39,which widely solicited PPP project performance evaluation standards nationwide,making the construction of a reasonable and effective PPP project performance evaluation system has become the focus of recent attention.In this paper,we focus on the hot issues,firstly,by combing the relevant literature,we refine and summarize the relevant elements and theoretical basis of PPP project operation performance evaluation.Next,we explore the applicability of BSC in the operational performance evaluation of PPP projects,and then,from the perspective of a third party,improve the original balanced scorecard framework based on the characteristics of "partnership,benefit sharing and risk sharing" of PPP projects,and construct an operational performance evaluation system for PPP projects in the landscape industry from the dimensions of financial capability evaluation,stakeholder dimension,risk control dimension and sustainable development dimension.Finally,the operation performance evaluation and analysis of the Beijing Fangshan Liuli River Wetland Park,a model PPP project of Orient Landscape,was carried out to verify the practical applicability of BSC as an operation performance evaluationmethod for PPP projects in the garden industry.The research results show that: the largest weighting is on the risk control dimension,with government departments and social capital focusing on "risk",which is consistent with China’s deleveraging background and "risk sharing";the financial capability evaluation dimension and stakeholder dimension follow closely,showing that financing capability is crucial to ensure sufficient circulation of the capital chain and smooth financial pressure,reflecting the characteristics of "partnership and benefit sharing";the sustainable development dimension accounts for the largest share of ecological benefits,due to the obvious direct and indirect ecological benefits of Beijing Fangshan Liuli River Wetland Park,which also reflects well the operation of ecological and environmental protection projects.In this paper,we will apply the developed BSC to new areas and build a performance evaluation system for PPP projects in the landscape industry based on third-party perspective.To a certain extent,it provides reference value to the expansion of the application field of BSC,the extension of the perspective of PPP project performance evaluation,the design of the performance evaluation system in the garden industry,etc.
