Methodology On Cross-section Design With Complete Street Concept

With the rapid growth of urban transportation,more and more blocks showing a pattern of wide roads and streets with the reason of the priority of motorized traffic function in spatial planning,which lead to the contradiction between urban road efficiency and vitality.In order to alleviate the contradiction,the paper uses the concept of complete street,strengthens the idea of “Human-Oriented” and emphasizes the traffic fairness and the city vitality.Finally raises the design method of road section with moderate scale and intensive land use.The paper divides the traffic zone in the research area initially,then analyzes the zones which are suitable for complete street design.It focuses on the allocation proportion of various traffic modes and the optimization of urban traffic structure in the zones.This paper also raises setting method of the distribution of road right and road section.The main contents and conclusions of this paper are as follows:(1)The region division model based on POI is established.Based on the overall layout of the city and characteristics of traffic supply and demand,the influence factors such as land use structure,public spatial attributes,and the advantages and utility of different traffic modes in various areas in the city are comprehensively considered.This paper proposed three variables,the density of POI(Point of Interest),frequency density of POI,and type proportion of varies of POI in the traffic zone as the evaluation index of street vitality.The Gaussian Mixture Model(GMM)clustering algorithm is used in this study to divides the urban region as various clusters,which further divided into three regions by the characteristics of each region,named as complete street region(contains Ped-Bike-dominated region and slow & public traffic coordinated region),non-motorized vehicle and motor vehicle equilibrium region,motor vehicle-dominated region.(2)The traffic structure optimization model in the complete street region is proposed.According to the classified results,the traffic structure of the complete street region is studied.Emphasizing the road right fairness of different traffic modes,the space-time resources per capita index is adopted to summarized the emphases of traffic structure optimization in different areas.Based on space-time consumption theory,the traffic structure optimization model is established in Ped-Bike-dominated region with the target of goal minimum of total time-space consumption,while in the slow & public traffic coordinated region,the multi-objective optimization model added the optimal traffic quality is proposed to solve the models to optimize the allocation proportion of varies of traffic modes in different regions.(3)The resource constrained road right assignment model and road section design method are proposed.On the basis of the traffic structure of the complete street region,for specific roadway,the paper establishes the resource constraints road right assignment model to pursue the goal maximize the efficiency of road operation.The LINGO software is used to solve the model to determine the number and width of lanes occupied by various traffic modes.Then according to the concept of complete street,the paper highlights the diversity of the traffic system and the livability of the urban environment to propose meticulous design method of urban road sections.(4)Case study.The paper proves the rationality and effectiveness of the proposed method by studying the central urban district of a concrete city.The results show that the traffic structure of the complete street will change obviously.With the allocation proportion of motor vehicles,buses,bicycles and pedestrians in the Ped-Bike-dominated region is 4%:16%:40%:40%,while the allocation proportion that above in the slow & public traffic coordinated region is 10%:40%:25%:25%.Selecting typical roads in different regions for section design.On the base of the existing road red line,the effective means,by reducing the width of vehicle lane,adding bus lane,and widening bikeway and sidewalk,are adopted.In this way,the level of service of public transport can be effectively improved and the speed of motor vehicles can be reduced whereby the street vitality could be improved significantly.For providing theoretical basis for the assignment of road traffic resources,this paper discusses the method of road right assignment under the resource constraints by delimiting the intensity zoning with balanced structure and density.
