Study On The Planning And Evaluation Of Huanghuatan Ecological Resettlement Site In Gulang County

Planning assessment is the precondition and basis for the optimization of the existing built environment.The systematic and comprehensive planning of ecological resettlement sites in China started late and its planning evaluation research is a basic vacancy.And in the urban and rural planning evaluation system,most of the overall planning evaluation and control detailed planning evaluation,lack of ecological resettlement planning this type of evaluation.Therefore,it is of both theoretical and practical significance to scientifically and systematically evaluate the planning and implementation of ecological settlement construction.Taking the construction plan of huanghuatan ecological resettlement site in gulang county as the research object,this paper firstly summarizes the general situation of the resettlement site from the perspectives of environmental location,economic business form,social culture and spatial layout,extracts the characteristics of the resettlement site,and summarizes three types of resettlement sites--industry-housing integration,production-housing separation and commercial-housing integration.Secondly,based on the above research,the relevant theories and practices of urban and rural planning evaluation and ecological migration planning evaluation are sorted out,and the qualitative and quantitative comprehensive evaluation method is applied to construct an evaluation system including planning preparation and planning implementation.Among them,the evaluation of planning preparation includes the evaluation of internal effectiveness and external cohesion of the preparation results,while the evaluation of planning implementation is to evaluate the implementation degree and effect.Finally,different types of resettlement representatives--gratitude new village,xingmin new village and fukang new village were selected for planning and evaluation practice.Based on the preparation of assessment and implementation of evaluation results of exploration and analysis,the research thought chrysanthemum beach ecological resettlement planning mainly exist planning environmental impact,value judgment,subjective,objective guiding the fuzzy and uncertain factors,while in the planning and implementation by insufficient funds inadequacy,own development industry,the contradiction between supply and demand of water and the major effect of the supervision and omissions.By examining and reflection in the process of ecological immigration plan is not enough,planning from the planning and organization,value goal and achievement level advice,planning the implementation of the corresponding infrastructure,government management and immigration from engaging subjects on Suggestions,for the northwest arid region of the same type ecological migration planning evaluation system formulated and settlements space is optimized to provide the reference and the train of thought.
