| Highway is regarded as a large basic public utility,according to the relevant national laws and regulations,the construction and maintenance of highways must be in accordance with the relevant requirements of public bidding.Because the bidding system started late in our country,some problems existed,such as imperfect management system,related management laws and regulations can not fully meet the requirements of actual operation in the implementation process.At present,foreign scholars mainly use the theory combined with the evaluation method to establish a model for identifying the illegal operation of highway project bidding.Meanwhile,domestic scholars pay more attention to the bidding of the whole construction industry and the risk management of bidding laws and regulations.There are few scholars combine the characteristics of highway engineering to conduct a further analysis of the bidding activities.The study on the risk management of highway construction bidding activities could identify risks and put forward corresponding management countermeasures,so as to reduce the risk of corruption in the bidding activities and even the impact of highway construction by accident,natural conditions and other risk factors,and provide references for the next policy improvement and sound system in related fields.First of all,this study consulted a lot of research literature in related fields and had a systematic understanding of the problems existing in the field of highway construction bidding.Combined with the research status in the field and all kinds of relevant laws,regulations,local administrative regulations,and other formal documents in our country,formulating comprehensive and objective evaluation indicators,and formulating a list of risk factors,to promote the evaluation results are scientific and reliable.Secondly,based on the principles of evaluation index system construction: operability,scientific,qualitative and quantitative combination,the preliminary establishment of highway project bidding risk evaluation index system,covering the contractor construction organization,potential bidders and tender bottom leakage,and other 20 risk factors,and according to the environment,economy,technology,and management of four points of view.Based on the analytic Hierarchy Process(AHP)combined with fuzzy comprehensive evaluation,this paper takes the upgrading and upgrading of the demonstration road of Jiangxi S501 Lexi Line as the object,carries out the research on the risk evaluation model of highway project bidding,analyzes the evaluation results and puts forward the corresponding countermeasures.Finally,according to the evaluation results,it is found that management risk has the greatest impact on bidding risk.This study can provide effective measures and suggestions for the risk management of the relevant business enterprises and the government in the highway engineering bidding activities,and promote the healthy development of the highway engineering industry. |
