Study On Risk Assessment And Countermeasure Of Operating Stage Of PPP Project- Zhili Town Culture And Sports Center In Huzhou City Of X Company

The construction and operation of public sports social facilities is a process of gradual market-oriented development driven by the great changes in the policy environment,the reform of external impact of large-scale market-oriented system in related fields,the characteristics of the construction and operation cycle of sports undertakings,the accumulation of self-contradictions,the positive effects of partial privatization or market-oriented practice,and internal factors.As a public-private cooperation and market-oriented mode,PPP financing mode provides a new way to solve the problem of fund shortage and construction management of public sports facilities.At present,there are many large-scale public sports facilities in China using PPP construction model,such as the National Stadium "Bird’s Nest" and Shenzhen Universiade Center.The government of Zhili Town in Huzhou City has decided to start from the point of "people-oriented" and "developing sports and enhancing people’s physique",aiming at improving the operation performance of urban public utilities and decided to start the huzhou ZhiLi Town style center the PPP projects,and authorize zhili town,huzhou city construction development co.,LTD.,as a representative of the government finance,social capital and the bid to form the project company(X): huzhou zhili style center construction development co.,LTD.,is responsible for the construction and operation of the project,construction period for 2 years,operating period for 15 years.Due to the large construction investment,long operation period,high cost and high risk,it is of great significance to the whole process risk management and control of its construction and operation..This paper expounds the theory and status quo of risk evaluation of PPP construction projects at home and abroad,and analyzes the existing problems of risk evaluation and control in the construction and operation of PPP construction projects in China,as well as the necessity of risk evaluation as an investor and operator,so as to define the research object of this paper.From the perspective of operators,the risk management problems in PPP construction projects are analyzed and summarized,and risk factors are analyzed.This paper introduces the PPP construction project of culture and sports center in zhili town,huzhou city,identifies the risk factors in the whole process from the perspective of the operator,USES data method to screen the evaluation index,establishes the evaluation index system,constructs the evaluation model,and carries out the risk evaluation.Based on the relevant theoretical basis and specific questionnaire analysis,this paper puts forward some Suggestions on risk control of PPP project in zhili town,huzhou city.The analysis results can be used as a reference for x company in the decision-making stage,which is conducive to risk identification,evaluation,control and other management to ensure the smooth completion of PPP construction projects.
