The organizational structure of the construction industry has gradually developed into a pyramid industrial structure with three levels of general contracting,professional subcontracting and labor subcontracting.However,in the actual project management,there are some problems.The problems of labor subcontracting management mainly lie in the incomplete qualification of labor subcontracting team,unclear key points of labor subcontracting management,frequent quality and safety problems of engineering projects,etc.Based on the theory of division of labor and cooperation and the theory of principal-agent,this paper expounds the functions and advantages of the labor subcontracting mode of construction engineering,and combining with the literature analysis,finds that the cause of the labor subcontracting problem lies in the unreasonable market competition environment caused by the group of "contractors" and the lack of the internal labor subcontracting management system of the project.Using evolutionary game theory to analyze the external market environment of labor service,this paper constructs a game model between construction enterprises and contractors,finds that there are two evolutionary stability strategies,and points out that the reason of "contractors" phenomenon is the existence of incremental benefits.At the internal management level of the project,200 projects under construction in Guangzhou were investigated by means of questionnaire survey and on-the-spot investigation.It was found that the key points of labor subcontracting management are the selection of subcontracting team,subcontract and implementation process management.With the help of analytic hierarchy process,the index system of labor subcontract management evaluation is constructed,including 15 evaluation indexes in three aspects.The calculation of index weight shows that the weight of labor subcontract selection is 0.6483,which has the greatest impact on labor subcontract management.Then the fuzzy comprehensive evaluation method is used to evaluate the G project.The "general" subordination degree is 0.535,which is basically consistent with the actual situation.Finally,suggestions are put forward from five aspects: the introduction of government intervention to optimize the market environment,the establishment of labor subcontracting access and exit mechanism,the implementation of performance bond system,the construction of dynamic management system,and the improvement of hierarchical training system.
