Government now has recognized that city planning should not be only dependent on the government, public participation should be introduced in the progress of city planning management. How to make public participation in city planning becomes a powerful supplement to the government led, to ensure the city planning decision reasonable, effective and fair, is the urgent problem for our government to solve The same problem of Chengde is representative, taking Chengde as the research object, conducts the research to this problem, has strong practical significance.In this thesis, first proposed the topic of the origin and the significance, elaborated the domestic and foreign development status and explains related concepts, to lay the theoretical foundation, and then through the analysis to the Chengde city planning management with some examples, analyze the causes, and finally through drawing lessons from western developed countries, and the national advanced city in the advanced methods of public participation in city planning management, combined with the specific conditions of Chengde City, we can gives the countermeasures to strengthen the public city planning management of Chengde.This paper adopts the method of literature analysis to collected literature from domestic and foreign about public participation in city planning and management, so we can provide theoretical support for the thesis; adopt summarized method to summarized the advanced inspection of advanced country and advanced city in enhance the public participation in city planning management; to use empirical research method to analysis the problem of public participation in Chengde city planning management,and points out the deep reasons behind these problems.
