The overseas contracting business,which plays an important role on China's international economic cooperation,is not only beneficial for the export of equipment,cargo,technology and labor services but also beneficial for the adjustment and promotion of domestic industrial structure.With the implementation of “going global” business strategy into the framework of “Belt and Road Initiative”,more and more enterprises are actively involved in overseas contracting business.Nevertheless,the political risk,legal risk,operational risk,exchange rate risk and social security risk they are facing continue to increase.Although the state has issued a series of supporting policies while encouraging “going global” contractors,there are few supporting policies in terms of security which is the premise of enterprise operation.Based on the research into the security related policies issued by the government through using method of case and document,this paper analyzes the existing problems of comprehensive,targeted,emergency management policy,security policy,etc.and puts forward relevant countermeasures innovatively,such as establish the mechanism of a three-in-one emergency based on the principle of "five modernizations and four advances","four-dimensional" assessment,reward and punishment,the new overseas security model by the government,ensure that “going global” enterprises doing overseas contracting business can carry out transnational operation more safely and efficiently,which makes contribution to the promotion of international cooperation and the creation of a community of interest;destiny and common responsibility.
