With the development of economic globalization,countries have exchanged closely in social economy,science,technology and culture.The proposal to build the "one belt and one road" initiative has brought opportunities for the development of the countries along the line.China has accumulated rich experience in ITM in the past 20 years,which makes it possible to export technology.Strengthening the research on Intelligent Transportation Technology Cooperation along the "one belt and one road" will further enhance China's economic radiation capability to the countries along the border,and at the same time,it has important strategic significance and application value in promoting economic and cultural integration,technological breakthroughs and international diplomatic cooperation.However,the "one belt and one road" including Southeast Asia,Western Asia,Central Asia,CIS and central and Eastern Europe.They involve a wide area and many cities,and the diversity and complexity of traffic environment,traffic structure and transportation development bring opportunities and challenges to the study of intelligent transportation technology's input and cooperation.Based on this,this research relies on the key project of international scientific and technological innovation cooperation,"the construction technology of Urban Intelligent Transportation System in the complex environment"(item No.: SQ2016YFHZ021427),facing the complex and complex urban traffic environment along the "one belt and one road".By using the two-step clustering method,the typical cities along the four levels are divided into intelligent traffic technologies for all levels of cities.The applicability analysis is carried out,and the elastic framework of ITS is designed to match the service packages that integrate the advantages of ITS technology with the elasticity of cities at all levels.The main research contents are as follows.(1)A two-order clustering method for data attributes and road network topology is proposed.Collect and process four dimension index data of urban economic,social,natural environment and traffic development along the line.On the one hand,considering the urban attribute characteristics of continuous and discontinuous variables,and on the other hand,considering the spatial similarity of road network topological structure characteristics,32 typical cities along the line are divided into four development levels according to the two-order clustering rules,so that the research objects are hierarchical and combined with questionnaires.This paper investigates and analyses the characteristics of traffic demand in typical cities along the route.(2)An AHP-fuzzy comprehensive evaluation method for the applicability analysis of intelligent transportation technology is proposed.From five aspects of urban development planning,traffic status,technical feasibility,economic feasibility and social and economic benefits,the multi-objective evaluation model is constructed by using the analytic hierarchy process(AHP).Sixteen representative cities,such as Amsterdam,Bangkok,Urumqi and Baghdad,are selected to issue expert scoring questionnaires to obtain index weights,and membership function is used to construct the evaluation model.Fuzzy relation matrix is established to quantify the evaluation results,and the intelligent transportation technology categories suitable for four classes of cities are obtained.(3)The ITS elastic framework and service packages of cities along the route are constructed,which integrates intelligent transportation technology.Referring to the design ideas of EU,Intelligent Transportation technology is integrated into ITS application service packages.According to the analysis results of technical applicability,four types of cities along the route are innovatively matched with ITS service packages flexibly.On the one hand,with the increasing level of urban development,the choice flexibility of service packages is also increasing;on the other hand,according to the different needs of cities,we can flexibly choose non-essential ITS service packages in order to solve the urban traffic problems.(4)Taking Urumqi,a city of class III with strong radiation effect in Central Asia and Muslim countries,as an example,this paper designs a flexible ITS service package suitable for Urumqi city,and combines Urumqi's urban traffic demand,focusing on the construction of an ITS framework for emergency dispatching,bus priority and travel information services,demonstrating the results of applied research."One belt and one road",traffic environment characteristics,double order clustering,AHPfuzzy comprehensive evaluation,ITS elastic framework...
