| In recent years,the state has strengthen the development and utilization of renewable sources of energy.The main features of regional energy are the large-scale use of renewables and complementary multiple energy resources,the unified designs,constructions and operations,and the reduction of investments in social resource,which are improving the energy efficiency and enriching the urban environments.However,the large-scale regional energy projects are all belong to infrastructure constructions which need substantial amount of construction funds,long operation periods and face a variety of risks.These outcomes have been improved as the governments vigorously promote the PPP model which making the regional energy industry to introduce more and more social capitals.In the PPP project of the energy station in area A,risk identification,risk evaluation and risk response of the project are the key to the success of the project,which requires the social capitals to improve their risk management capability and to complete the risk management system.In this article,related literature at home and abroad are studied around the PPP mode and risk management theory,with the risk management of PPP project of area A energy station as the research object.Through the research of the literature data,the risk framework of the project was initially established.The brainstorming method was used to identify the risk factors of the initial identification,and the final risk list was summarized and analyzed through the expert questionnaire,and the Analytic Hierarchy Process(AHP)is used to evaluate and analyze the risk factors of the project,and the weights of political,financial,construction,operational and each secondary indicators are ranked with risk factors of high,medium and low grades.The purpose is to establish and perfect the risk management of PPP project of energy station in area A,and to guarantee the healthy and continuous construction and operation of this project.According to the important risk factors of the PPP project risk of the area A energy station,the corresponding countermeasures are formulated and proposes are raised to the PPP project risk management of the area A energy station.The government needs to strengthen the government’s support,and establish a government regulatory mechanism,while the social capital parties and the project companies need to establish risk management organizations,risk management systems,risk management information systems and early warning mechanisms,risk management assessment systems,and strengthen the construction of risk management talent team and risk management culture.This paper studies the risk management of PPP projects of area A energy station,in order to provide social capitals some reference to enter the investment,construction and operation of regional energy industry,optimize the risk management system and improve the risk management capabilities. |
