| In recent years,the construction of China’s inland ports are developing like mushroom growth,a number of inland ports,mainy including Tianjin port,Dalian port,Qingdao port,Shanghai port,Zhejiang and Guangxi coastal port.But from the level of development,especially,the construction of inland port in China is still in its preliminary stage,which facing lots of obstacles and difficulties in varying degrees.In July 2014,Jiaozhou inland port area of Qingdao port wasjointlyconstructed by Jiaozhou municipal government,Jinan Railway Bureau,CRIntermodal and Qingdao port.Since the inland port has been constructed and operated while its construction,development and production has been carried out simultaneously,it still faced with the dilemma of unclear function orientation and unclear operation mode at the initial stage of enterprise growth at the beginning of effectiveness.On the basis of the above background andinland port literature indomestic and abroad,thispaper analyzes the advantages and disadvantages and the problems of Jiaozhou inland port area,it also uses the knowledge of logistics management and supply chain(SCM)thinking to design the function of inland port in terms of the the container transportation and storage,customs clearance,freight forwarding,transportation,value-added services,information processing and maintenance of equipment.This paper sets forththe countermeasures for the main industry of the port area from the four aspects of export,import,domestic trade and regional logistics,and proposes operation strategies from four stages ofthe initial stage of development and construction,the improvement of logistics distribution,the joint operation of district and harbor,and the construction of network system.On the one hand,it can provide reference for Jiaozhou inland port to determine the direction and mode of operation,on the other hand,it will provide some reference for the development and operation of domestic inland ports. |
