In recent years,the protection and reuse of old industrial buildings have attracted more and more attention of experts and scholars.With the deepening of the theory of old industrial buildings recycling,the practice of old industrial buildings recycling is also increasing.However,there are few studies on the incentive mechanism of recycling.Under this background,this paper studies the government incentive mechanism and its effect evaluation of old industrial building recycling,aiming at solving the main problems faced by old industrial building recycling and promoting the healthy development of old industrial building recycling projects.Therefore,the paper provides incentive policy suggestions for the government,assists the government to effectively encourage developers to participate in the old industrial building recycling projects,and promotes the healthy development of the old industrial building recycling projects.Through the analysis and summary of the existing literature,and combined with field research,the paper carries out the research on the incentive mechanism and its effect evaluation of the old industrial building recycling.The contents and results are as follows:(1)On the basis of referring to the literature and field research,this paper summarizes the status quo of the development of the old industrial building recycling and policy,combs the main problems faced by the old industrial building recycling in China at the emergence stage,and designs the incentive mechanism based on this.Price identifies key incentive factors,which lays a theoretical foundation for incentive evolutionary game model and effect evaluation.(2)Based on the current situation of development,policy status and main problems faced,an incentive factor index system for old industrial building recycling isestablished.Based on the index system,a questionnaire is designed.The reliability analysis and factor analysis of the collected questionnaire data are carried out by SPSS software.The key incentive factors are identified by combining the fuzzy comprehensive evaluation,which lays a foundation for the incentive evolutionary game model and the effect evaluation.Define the theoretical basis.(3)Following the limited rationality hypothesis of stakeholders and combining with key incentive factors,the incentive evolutionary game model of "government-developer" is established.The evolutionary process of stakeholders is displayed by replicating the phase diagram of dynamic equation.The simulation is carried out by using MATLAB software to simulate the influence of incentive intensity of influencing factors on the equilibrium point of system evolution.(4)By referring to the relevant literature of policy evaluation,and combining with key incentive factors and expert interviews,the incentive index system of old industrial building recycling is constructed.Then the unascertained measurement theory is introduced into the evaluation of incentive effect of old industrial building recycling,and an evaluation model of incentive effect of old industrial building recycling based on unascertained measurement theory is established,which provides a reference for designing an effective government incentive mechanism for old industrial building recycling.Taking the incentive mechanism of old industrial buildings in Shanghai as an example,the validity of the evaluation model is verified.
