In order to adapt to the new concept proposed by China's "Thirteenth Five-Year Plan",recycling has become the best choice for the treatment of old industrial buildings.Due to China's requirements for building energy efficiency, environmental improvement, health and comfort, green recycling has become an inevitable trend in the development of recycling of old industrial buildings. However,in the decision-making process of such projects, there are problems such as unclear stakeholder boundaries, the core position of the decision-making system has not been established, and the project participants have not reached a consensus of interest, resulting in a slow decision-making process and few existing projects. The successful operation of the green recycling project fundamentally depends on the extensive participation and collaborative cooperation of many stakeholders.Incorporating it into the project practice process can not only solve the existing problems of decision-making,promote the implementation of related activities, but also ensure the smooth development of the project.Promote the achievement of green recycling construction goals. Therefore, based on the perspective of stakeholders, this article studies the green recycling decision-making behavior of old industrial buildings, with a view to providing stakeholders with a structured approach to effectively participate in green recycling decision-making,and practically promote the green transformation of old industrial building recycling The main contents and results of the research are as follows:(1)Through the analysis of green regeneration-related policies and the statistics of field investigations, the existing problems of such project decision-making are obtained, and the decision-making mechanism design is started from the meaning and composition of the green regeneration decision-making mechanism based on the relevant benefits.Theorists propose their participation in decision-making framework, which lays the foundation for the research of decision-making mechanism.(2)Based on the full life cycle of the green regeneration project,a threedimensional model is used to screen out stakeholders at each stage, and on this basis, the social network analysis method is used to further identify the core stakeholders(ie,decision-making subjects),and fuzzy aggregation is used. The class method identifies the key influencing factors of its behavior,so as to sort out the related relationships.(3)Following the assumption of bounded rationality, combining the decisionmaking body and its key influencing factors to establish the evolutionary game model of each body, showing the behavioral evolution process by copying the dynamic equations and phase diagrams, and using Matlab software to simulate Clarify the operation mechanism of the decision-making practice process, get the final stable equilibrium strategy and the conditions required to achieve the ideal state,so as to put forward corresponding countermeasures and suggestions for each subject.(4)In order to achieve Pareto optimality, construct the satisfaction evaluation index system according to the interests of the decision-making subject;then use the comprehensive weighting method based on G1-entropy weight to obtain the combined weight, and use the fuzzy comprehensive evaluation method to establish the evaluation The model is used for satisfaction measurement, and the four-quadrant graph is constructed by IPA analysis method to classify and analyze each index factor. Finally,a green regeneration project of an old industrial building in Tianjin is used as an example to verify the operability of the model.
