With the continuous and rapid development of high-speed railway,the continuous update of railway technical equipment,the popularization of new technical equipment and the continuous extension of the line,under the guidance of reducing staff and increasing efficiency,higher requirements are put forward for the human resources planning of railway enterprises.Kunming south engineering section is one of the six engineering sections subordinate to kunming bureau group of national railway corporation.Due to the short construction time,relatively small number of human resources,increasing demand,and lack of reasonable planning of human resources management.Based on this,this paper,under the guidance of maslow's demand theory and other relevant theories of enterprise human resource planning,elaborated the background significance of human resource planning and management,and elaborated the knowledge of human resource planning and maslow's demand theory by means of literature research,field research,in-depth interview and other research methods.Then through the analysis of the current situation of human resources planning of kunming south works section of kunming bureau group company,the paper summarizes and analyzes the existing problems and reasons of human resources management of kunming south works section,The main problem is the unreasonable proportion of human resources age,education background and vocational skills.The phenomenon of employee turnover is serious.The training effect is different.Through the analysis of policy factors,social economic factors and industry factors in the external environment of human resources and the internal environment,the deep reasons for the problems are comprehensively sorted out,Guided by the problem,this paper optimizes the design of employment planning,education training planning,promotion promotion planning,career planning,salary and welfare,human resources outsourcing,Four guarantee measures for the implementation of the plan have been formulated simultaneously.and establishes the evaluation feedback and correction mechanism.This paper establishes and dynamically adjusts the human resources planning scheme of kunming south engineering section to provide useful practical guidance for the human resources of kunming south engineering section to ensure the sustainable development of this section and to provide talent guarantee.Meanwhile,it can also provide reference Suggestions for the human resources planning of other systems at the base level of high-speed railway...
