As a high-speed,low-cost,environmentally friendly transportation infrastructure,high-speed railways play an important role in the domestic transportation system.High-speed railways can improve the efficiency of transportation,and their proportion in freight and passenger transportation has gradually increased.At present,China is about to build a "eight vertical and eight horizontal" transportation network,forming a high-speed railway network covering more than 80% of large cities in the country.China's high-speed railway network has greatly promoted the circulation of economic factors between and within regions of South China,North China,Northwest China,and Southwest China.At the same time,it has promoted the development of urban agglomerations such as the Beijing-Tianjin-Hebei,Yangtze River Delta,and Pearl River Delta regions.Extreme economic growth.The high-speed railway can effectively promote the flow of regional economic factors,and a large number of production factors such as capital and labor flow into cities with industrial and market advantages,forming an industrial agglomeration of central cities in the region and promoting the development of central cities.The economic spillover effects of central cities in the region will be rapidly radiated to the counties and cities along the line through the carrier of high-speed rail,which will promote the development of the secondary and tertiary industries of the county economy.However,due to the outflow of a large number of production factors in the county economy from the construction of the high-speed rail,the central city has a siphon effect on the counties along the route,which may have a restraining effect on its economic growth.Therefore,theimpact of high-speed rail construction on the county economy along the line is uncertain.This article takes the county as the research area,and starts from the theoretical foundation of infrastructure construction and regional economy,combs the research literature,and discusses the role of high-speed rail in county economic growth.In this paper,the counties of Gansu Province are selected as the research object,and the panel data of 64 counties in Gansu Province from 2002 to 2017 are constructed.The synthetic control method is used to effectively fit the economic growth path of counties along the high-speed rail line.The three Lanxin,Baolan and Lanyu cities are analyzed.The impact of high-speed rail construction on county-level economic growth in Gansu Province.The study found that the impact of different high-speed rail lines on the economic growth of counties is different.The Lan-Xin high-speed rail construction inhibits the economic growth of the counties along the line,the Baolan high-speed rail construction has no effect on the economic growth of the counties along the line,and the Lan-Chong high-speed rail has an impact on the economic growth of different counties along the line Big difference.It can be found that due to the combined effect of the agglomeration effect and the siphon effect,the impact of high-speed rail construction in Gansu Province on the county economy is different.In some county economies,economic growth is positively affected by the high-speed rail construction's driving role in the secondary and tertiary industries.;Another part of the county economy has been greatly affected by the siphon effect,a large loss of labor and other production factors,and high-speed rail construction inhibited the effect of economic growth;in addition,a small number of county-level economic high-speed rail construction effects offset the two economic effects,and economic growth has not changed.The effect of high-speed rail construction on the economic growth of different counties is closely related to the natural endowments and industrial structure of the counties,and does not have a general positive or inhibitory effect.According to the research results,this article proposes targeted policy recommendations: China should continue to vigorously promote the construction of high-speed rail,improve the high-speed rail network layout,and increase the coverage of counties and cities by high-speed rail;all regions should make full use of the economic driving role of high-speed rail construction and vigorously promote regional The development of secondary and tertiary industries within the regionpromotes the transformation and upgrading of the industrial structure;counties and cities along the high-speed rail line should make full use of natural resource endowments based on their own economic and industrial advantages to develop secondary or tertiary industries suitable for the county's characteristics,and expand the construction of high-speed rail.The positive effect on the economy,at the same time,the county government should study and formulate attractive employment policies for talents,encourage talents to return to their hometowns,return to the county for employment,and increase the potential of county economic growth.
