Research On Logistics Management Of Hebei Maritime Bureau

With the continuous improvement of the socialist system with Chinese characteristics,the state has put forward higher requirements for the modernization of governance ability and management system.The political,economic,cultural and social reforms in China have been deepening.But its function scope,management mechanism,operation mode and external environment have changed greatly.To enhance logistics management ping,and reduce government fiscal expenditure.The logistics department of the organ has a very important position and role in the administrative management system,and the good logistics related functions can directly provide sufficient material living conditions guarantee for the daily work of the government agencies and the realization of the objectives.In 2013,the Ministry of Transport comprehensively promoted the reform of the immediate maritime system,in which the Logistics Management Centre was established,mainly to undertake the logistics management and service work of the immediate Maritime Bureau.The logistics management center of Hebei Maritime Bureau,as an independent legal entity,is based on the policy of the state Under the background of actively advocating "tight day",the pressure of financial and material resources support is further increased,and the problems of traditional management and service mode system and mechanism are not smooth,the operating cost is high,and the level of specialization is low,which makes it difficult to improve the service quality of organ logistics,can not meet the development of maritime industry,and it is imperative to improve the level of logistics management.Through field investigation,Zhejiang,Shandong and other maritime bureau logistics management centers have carried out some research and exploration on performance appraisal,socialized service,and combined with their own actual situation,the construction of socialized logistics management model as an important reform direction,but subject to ideas,institutions Mechanism and management model and other adverse factors,failed to achieve substantive results,most still follow the maritime reform management model before.In the face of the present situation and existing problems in the logistics management work of the organs,this paper takes the logistics management center of Hebei Maritime Bureau as the research object,adopts the field investigation method,the literature data method,the comparative analysis method,the public service theory and the service-oriented government theory.Deep-seated reasons,combing and analyzing the advanced experience of logistics management,absorbing advanced ideas and outstanding achievements of logistics department reform practice,rationally proposing practical measures proposing practical measures,including socialization of logistics management,under the framework of the existing system,effectively improving the logistics management level of Hebei Maritime Bureau,and providing useful reference for scientific and effective standardization of logistics management of directly affiliated maritime systems in theory and practice.
