Study On The Influencing Factors Of Satisfaction Degree Of Forest Farmers' Ecological Forest Compensation Policy

The 18 th CPC National Congress explicitly included the construction of ecological civilization into the overall layout of the "five in one" socialist cause with Chinese characteristics,establishing ecological compensation mechanisms and improving relevant policies,promoting the protection of forest resources and maintaining the balance of forest ecosystems are important foundations and priorities for the construction of ecological civilization,it is of great significance to carry out studies on compensation policies for ecological public welfare forests to improve the compensation mechanism for ecological public welfare forests and improve the efficiency of implementation of compensation policies.Then,since the implementation of the compensation policy for ecological public welfare forests,what has been the effect of implementation? Has it played a role?As a direct audience of the policy,forest farmers have what kind of evaluation of this policy is the main issue of this study.This study mainly understands the overall level of satisfaction of policy audiences on ecological public welfare compensation policies,studies their influencing factors,and objectively evaluates the performance of collective forest right reform policies,thus providing a realistic basis for improving the ecological public welfare forest compensation policy.This study is based on theories of forest classification management theory,externality theory,public goods theory,property rights theory and satisfaction theory.Taking 17 counties and cities in Jiangxi Province as the research scope and 753 forest farmers as the research object,firstly using the contingency table to analyze the significant factors affecting forestry farmers' ecological forest compensation policy satisfaction,the results of the analysis show that all the variables are significant except for the household population variable which is not significant;then factor analysis was used to classify the variables into8 common factors,and a multivariate Logistic model was used to analyze the significant factors affecting forestry farmers' ecological forest compensation policies.The factors that affect forestry farmers' compensation policies for ecological forests were as follows:the power factor,policy satisfaction factor,policy effect factor,policy recognition factor,family factor and forestland management factor total 15 variables.Finally,the following policy recommendations are put forward for the current problems of ecological public welfare forests: Firstly,increase the propaganda on compensation policies and improve forest farmers' awareness of the compensation policies for ecological public forests;secondly,improve compensation standards for public welfare forests and implement flexible compensation policies;Thirdly,in.depth promotion of classifiedcompensation,the establishment of a dynamic ecological ecological public welfare forest evaluation mechanism;Fourthly,change the way of forestry economic development,and vigorously develop the forest economy and tourism economy.
