Study On Farmers’ Satisfaction And Influencing Factors Of The Forest Ecological Benefit Compensation Policy

A good ecological environment is the foundation of people’s happy life.Since the 18 th National Congress,China has adhered to the fundamental position of putting the people at the center and regarded ecological environment protection as an important task that benefits people’s livelihoods.Ecological public welfare forest plays a vital role in ecological environment protection,but it has significant externality,so it needs to compensate for the ecological benefits of ecological public welfare forest.China has officially implemented the forest ecological benefit compensation policy since 2004.As of now,the forest ecological benefit compensation policy has been implemented for nearly 20 years,and the effectiveness of the implementation of the forest ecological benefit compensation policy is an urgent problem that we need to solve.As direct stakeholders of forest ecological benefit compensation policies,farmers’ satisfaction is the key to testing the effectiveness of policy implementation.Therefore,this thesis is based on the perspective of farmers to study the satisfaction and influencing factors of forest ecological benefit compensation policies,which is of great significance for improving forest ecological benefit compensation policies and achieving sustainable development of ecological public welfare forests.This thesis first reviews the development process of China’s forest ecological benefit compensation policy,divides it into four development stages,summarizes the basic characteristics and practical experience of forest ecological benefit compensation policy,and studies the impact mechanism of farmers’ satisfaction with forest ecological benefit compensation policy;Secondly,using on-site survey data from Weichang County,the implementation status and existing problems of the forest ecological benefit compensation policy in Weichang County were summarized;Finally,based on survey data from 175 farmers in Weichang County who were compensated for forest ecological benefit compensation policies,the influencing factors of farmers’ satisfaction with forest ecological benefit compensation policies were empirically studied using multiple ordered logistic regression analysis method.The main conclusions are as follows:(1)Among 175 farmers,62.3% of them are satisfied with the forest ecological benefit compensation policy,13.1% of them feel average,and 24.6% of them are dissatisfied.Overall,farmers are satisfied with the forest ecological benefit compensation policy;(2)Among the personal characteristics of farmers,whether they have received forestry technology training has a positive and significant impact on their satisfaction;(3)Among the household characteristics of farmers,the proportion of compensation income from ecological public welfare forests to the total household income has a significant negative impact on farmers’ satisfaction;(4)In terms of farmers’ perception of policies,whether ecological public welfare forest compensation is paid in full and on time,whether forest ecological benefit compensation policies improve the ecological environment,and the satisfaction with ecological public welfare forest compensation standards have a positive and significant impact on farmers’ satisfaction.Based on the above conclusions,countermeasures and suggestions are proposed: firstly,expand the channels for promoting compensation policies and enhance the awareness level of farmers;Secondly,strengthen forestry technology training for farmers and improve supporting policies for ecological public welfare forests;Thirdly,increase the supervision of compensation funds to achieve sustainable development of ecological public welfare forests;Fourthly,establish graded dynamic compensation standards and improve the compensation mechanism for ecological public welfare forests;Fifth,continue to strictly implement compensation policies and strengthen the management of ecological public welfare forests.
