High-standard Prime Farmland Planning Based On AHP-TOPSIS

Cultivated land is an important part of land resources.It is an essential source of production for agricultural production.And it is an important foundation for human survival.High-standard prime farmland development is responsible for many responsibilities such as relieving human and land conflicts,protecting national food security,increasing farmers’ income,maintaining social stability,improving rural ecological environment and realizing agricultural modernization.The construction of high standard prime farmland is of great significance and far-reaching influence.However,domestic research on high standard basic farmland is still incomplete.In this context,how to scientifically and rationally delineate the high standard basic farmland construction area to achieve the efficient utilization of cultivated land resources,the improvement of the quality of cultivated land and the high yield of grain,has become an important issue to be solved urgently.(1)On the basis of clarifying the theory and connotation of high standard basic farmland,this paper takes Yichuan County of Henan Province as an example.First,it analyzes the natural conditions and land use status of the research area.Then an index system is constructed according to the construction requirements of high standard basic farmland,including soil quality,topographic conditions and infrastructure,and covering soil thickness,soil texture,soil p H,organic matter content,soil ecological risk,altitude,slope,link degree,road density,irrigation condition,drainage condition.The evaluation index is weighted by analytic hierarchy process,and the comprehensive evaluation of the quality of cultivated land in Yichuan County is realized according to the TOPSIS model,and the comprehensive evaluation results are divided from high to low to grade one,two,three and four by natural breakpoint method.Using the analytic hierarchy process(ahp)to weight the evaluate index,finally according to the TOPSIS model,the comprehensive evaluation of the quality of cultivated land in Yichuan County is realized,and the comprehensive evaluation result is divided into level 1,level 2,level 3 and level 4 from high to low by using the natural breakpoint method.This study shows that the first level area is 16019.74 hm2,which accounts for 28.91% of the total prime farmland area.The second level area is 23344.59 hm2,which accounts for 42.14% of the total prime farmland area.The third level area is 14469.31 hm2,which accounts for 26.11% of the total prime farmland area.The fourth level area is 1564.05 hm2,which accounts for 2.82% of the total prime farmland area.Through the comparison and analysis of the evaluation results and the data of the cultivated land quality in Yichuan County,we can see that the evaluation results of this study are in good agreement with the distribution of the national nature of the cultivated land in this area,and the results of the evaluation are relatively reasonable.The first level area is the key construction area of high standard basic farmland,the second level area is the high standard basic farmland key reserve resource area,the third level area is the high standard basic farmland restricted construction area,the fourth level area is not suitable for the construction of high standard basic farmland area.And arrange the construction schedule according to the division,the priority will be given to the development of key construction areas in the near future,the development of key reserve resources areas will be carried out in the medium term,the development of restricted construction areas will be carried out in the long term.And at the same time,attention will be paid to the maintenance and renovation of the unsuitable construction areas.(2)According to the actual situation of Yichuan County and the previous experience,the construction work of high standard basic farmland in Yichuan County is classified by slope,irrigation condition,drainage condition and soil ecological risk.And all regions should be constructed in sequence according to the principle from the best to the worst,from the easy to the difficult.(3)This paper studies and analyses the delimit of high-standard prime farmland construction area in hilly area,and puts forward a relatively complete evaluation and delimitation system,which provides a basis for the classification of the high standard basic farmland in this kind of region,and provides a reference for the protection of cultivated land resources.
