Study On The Impact Of Forestry Subsidy On Farmers' Forestry Production

After reform of collective forest right system,forest land to farmers,to some extent caused by artificially fragmented forest resources,farmers because of heterogeneity,the heterogeneity of life development and other factors,it is difficult to form an effective scale,the forestry investment return rate is very low,the majority of farmers that bring effective income to forestry the enthusiasm of farmers and forestry is very low.In order to promote the farmers to actively participate in afforestation,silviculture,implementation of the "double increase"(China's forest area in 2020 than in 2005.an increase of 40 million hectares of forest volume increased by 1 billion 300 million cubic meters of the target).In 2009 the central forestry conference clearly established afforestation,tending,protection and management of investment subsidies,since 2009 the State Forestry Bureau to carry out afforestation seedling,forest tending subsidies pilot,the central government to give subsidies for afforestation quality seedlings,sapling and low yield forest tending,and gradually expand the scope of the pilot.This study uses forestry subsidy policies based on market failure theory,welfare economics theory,public goods theory,the new theory of international trade,multifunctional agriculture theory and farmer behavior theory,in the foundation of the accurate Nanjiang county and Mianning County Forestry subsidies for the implementation of the status quo,respectively using OLS and Tobit model to analyze the forestry farmers' individual forestry subsidy policies/family characteristics and the impact on Farmers' forestry production behavior from two angles of the scale and investment.Main conclusions:first,second counties belong to the poor areas with lower level of economic development and lower level of urbanization.Borrowing difficulties,borrowing activities are low,and 80%of the borrowing channels come from informal finance,mainly from relatives and friends,and lack of formal lending activities.The absence of formal lending behavior in rural areas leads to the restriction of peasant household financing,and thus affects the production and life of rural households.Second,forestry subsidies in promoting farmers to expand the scale of afforestation has certain incentives,promote the forestry subsidy policies on forestry policy understanding,satisfaction,will promote farmers' capital investment in forestry.To promote the farmers forest positive suggestions:(1)to further popularize and improve the forestry subsidy policies include:improving subsidy standards,expand the scope of subsidies;adjustment tending subsidies object,implementation of earmarking;strengthen the policy propaganda,the normalization of technical training.(2)further alleviating the credit constraint of farmers.(3)further improve the forestry science and technology service.(4)building and improving the forest market guarantee and support system:perfect the policy forest insurance system;implement the forest right mortgage loan policy;perfect the forest property right circulation market.
