Hunan Province is a key collective forest province in the south,the forest land area accounts for more than 60%of the land area of the province,the collective forest land accounts for 94%of the province.Hunan Province has basically completed the reform of the subject of the collective forest right system(with the right confirmed to each household),and farmers have become the main forestry production and operation entities in Hunan Province.The forestry production input of farmers directly determines the forest-related output,thus determining the forestry ecological performance and economic performance of Hunan Province.Therefore,this study is to encourage heterogeneous farmers to continue to actively invest in forestry,assume forestry in the construction of ecological civilization,the realization of rural revitalization.The heterogeneity of farmers is an important issue that must be paid attention to in micro empirical research.Heterogeneous farmers must show the law of forestry production investment behavior.Forest land area as an independent variable appears in the following studies,but most of these studies think that farmers are homogeneous,and do not pay attention to the structural differences of forest land heterogeneity,which is caused by the change of forest land area.Based on the observation data of 500 farmers in 50 villages of Hunan Province in 2018,the threshold value of forest land scale is regressed.Then,according to the threshold value of forest land scale,the farmers are divided into large-scale and smallscale farmers.The results showed that:① Farmers in Hunan Province had heterogeneity of forestland scale.Their enthusiasm for forest,but the input level is not high.②From the perspective of input behavior in forestry production,small-scale farmers are more sensitive to ownership ratio and forest subsidies,and large-scale farmers are more sensitive to forest land size.③From the perspective of input behavior of forestry production factors,small-scale farmers are more sensitive to forest subsidies,forest quota felling management and forest insurance,while large-scale farmers are still sensitive to the scale of forest land.④Household head characteristics can significantly affect the input of forestry and forestry production.According to the conclusion of this paper,some policy recommendations are put forward:(1)Ensure the implementation of the reform of collective forest ownership system.(2)Forestry subsidies shall be increased to stimulate the enthusiasm of forestry production.(3)Strengthen the financial support for forestry and solve the problem of funds for forest farmers.(4)Promote the in-depth development of forest insurance and reduce the production risks of forest farmers.
