| Since 2010,our government began to implement appropriate subsidies to afforestation subjects whose afforestation area is no less than1 mu.The main purpose is to improve farmers' enthusiasm for forest cultivation and to promote sustainable development of forests.So,does the current afforestation subsidy policy play its due role? Whether the implementation of afforestation subsidy policy has enhanced the enthusiasm of farmers in afforestation? Are there any differences in the impact on different types of farmers? These issues still require in-depth understanding and exploration.This paper found that there are still some deficiencies in the literature: Firstly,few studies specifically discuss the impact of forestry subsidy on farmers' forestry production and management behavior.Secondly,they use the farmers received subsidy to study its impact on the farmers' forest management behavior in the same year,which may affect the accuracy of the research results.Thirdly,farmers' self-invested labor force in production and operation is directly converted into capital,which will lead to overestimation or underestimation of the cost of farmers' self-invested labor force.Fourth,the research on forestry input is generally expressed by total investment,which is not conducive to understanding the changes of input intensity of farmers in each unit area.Therefore,we induct the innovations in this research: Firstly,this study focus on the afforestation subsidy policy.Secondly,we use the subsidy funds received per unit of their village in the past year as a key explanatory variable to study its impact on farmers' forestation behavior in the next year,so as to make the results more accurate.Thirdly,we have listed the self-investment labor of farmers' afforestation as a dependent variable for regression analysis.Fourth,we use the capital and labor force investment of farmers' afforestation in unit area to study the afforestation input intensity of farmers.This research relying on the 2018 household survey data of the“Monitoring of Collective Forest Tenure System Reform in Fujian Province”.We apply Farmers' Behavioral Theory and Incentive Theory to construct cost-benefit Analysis Framework.Then we use logistics and tobit regression analysis method to analyze the impact of afforestation subsidy policies on farmers' afforestation behavior.In this way,we will examine the impact of afforestation subsidy policies on farmers' afforestation behaviors,and explore whether the afforestation subsidy policy enhances the enthusiasm of farmers for afforestation.And what is the difference of influence on different types of farmers?The empirical results show that,we get the following conclusion.(1)Afforestation subsidy policy has no significant effect on farmers to make a decision of whether afforestation or not,afforestation area andself-input labor force per unit area of afforestation;(2)Afforestation subsidy policy has a significant effect on the fund input of household afforestation unit area,which is an important factor affecting the fund input of household afforestation unit area.(3)The afforestation subsidy policy has no significant impact on forestry high-dependent and low-dependent farmers on having afforestation,afforestation area and self-input labor force per unit area of afforestation;(4)Afforestation subsidy policy has significant influence on forestry high-dependent farmers' investment in afforestation unit area,and no significant effect on forestry low-dependent farmers.According to the research results of this paper,this article put forward the following suggestion:(1)we should establish a reasonable afforestation subsidy standards,implement differential subsidies and balance farmers' afforestation costs.(2)We should Strengthen the publicity of afforestation subsidy policy and strengthen the supervision of policy implementation.(3)We can innovate the way of afforestation,perfect socialized Service system to reduce afforestation cost.(4)The other related policies of forest reform also need to be improved. |
