Investigation On Property Rights Of Small-scale Farmland Water Conservancy Facilities And Innovative Research On Mechanism Of Operation And Supervision In Feicheng

With the increasing construction of farmland water conservancy facilities,the property rights of small-scale farmland water conservancy facilities,which are related to the benefit of water infrastructure are becoming increasingly prominent,especially the slow pace of property rights system reform of water conservancy infrastructure,the vague of the property rights and the vacancy of the investment subject,which cause serious consequences.For example,the project management does not reach the designated position,the projects become aging and fall into serious disrepair,moreover,the projects fail to perform its economic and social benefits.To study the lack of water conservancy infrastructure as a relatively new research perspective from the perspective of property rights is of great theoretical significance.This paper takes the present situation of property rights of smallscale farmland water conservancy facilities in Feicheng as the research object,designs questionnaires by using public goods theory,social capital theory and planned behavior theory,studies the current situation of the use and protection of small-scale water conservancy facilities with different property rights,compares the operation effects of five property rights structures,combs the problems and analyses the causes of the problems,constructs the optimal property rights model and puts forward countermeasures and suggestions.The countermeasures and suggestions should be made to enrich the research contents of property rights of water conservancy facilities,to provide theoretical guidance for the sustainable utilization of small-scale farmland water conservancy facilities,to improve the theoretical system of rural property rights system innovation and to guide the further reform of property rights system of small-scale farmland water conservancy facilities.This paper makes a comprehensive analysis of the present situation of the property rights of small-scale farmland water conservancy facilities by means of data consulting and field visits,combs out the information of the number,types and property rights structure of small-scale farmland water conservancy facilities in Feicheng,and then uses questionnaire survey and case investigation methods to analyze the property rights performance of small-scale farmland water conservancy facilities with different property rights structures.According to the survey results of the five property right structures,41.5% consider that ownership belongs to the state and the right to use belongs to the village collective has the most problems in the use of property right structure,and 34.5% think that the ownership belongs to the village collective and the right to use belongs to individuals has the best operating effect.Through further calculation,it can be concluded that among the five property right structures,the annual average income of the unit value of small irrigation and water conservancy facilities whose ownership both belongs to the village collective and ownership belongs to the village collective,right to use belongs to the individual is the largest,which is 0.171 and 0.148 respectively.Under two situations,the average annual maintenance fund gap of the unit value of small irrigation and water conservancy facilities which is 0.098 and 0.061,is the smallest.One situation is that both the ownership and the right of use belong to the village collective,and the other one is that the ownership belongs to village collective,while the right of use belongs to the individuals.From this,integration of benefits and management maintenance,it can be seen that the operating effects of the mode of the ownership and the right to use both belonging to the village collective and the ownership belonging to the village collective,the right to the use belonging to the individuals whose operating rights are outsourced among the five kinds of property right structure,is better.The problems existing in the operation of property rights are analyzed.The existing problems mainly include three aspects: one is the imperfect system construction;the other one is,unreasonable market management;last but not the least,the operational mechanism is not sound.Based on the analysis of the operational effects of five types of property rights models,according to the characteristics of small farmland water conservancy facilities,three types of property rights structure models are designed in this paper: the overall property rights packaging model,the private property rights model led by the farmers' cooperation organizations,and the property rights and shares model.In view of the main problems in the operation of the property rights of small-scale irrigation and water conservancy facilities,corresponding countermeasures and suggestions are put forward from three aspects: system construction,market management and operation mechanism.
