Protecting natural resources is one of the most pressing issues facing our time.Forest resources are degrading at an alarming rate,and it is estimated that 20%of the world's forest resources have been degraded.Since residents and enterprises in many regions are rely on forest resources for a long time or rely on forest resources for production,the degraded forest is not only an ecological problem but also an economic issue and a social problem.Alleviating poverty is another important issue we face,and many scholars have suggested that poverty problems should be solved first in order to solve ecological problems.The World Food Organization points out that poverty will continue to face new challenges:increasing environmental threats,degraded natural resources and even climate change.Scholars generally believe that forest ecology and poverty tend to form complex connections,but there is little report on the relationship between forest ecology and poverty.The Heilongjiang State-owned forest Region(HLJ SFR)*is related to the ecological security problem in northeastern China,and the relationship between forest ecology and poverty has been a long history.The relationship between forest ecology and poverty is complex and affected by multiple factors,which has caused many problems for the sustainable development of HLJ SFR.So,what is the relationship between forest ecology and poverty?The institutional changes have a profound impact on the relationship between forest ecology and poverty in HLJ SFR.What is the dynamic evolution process and characteristics of the relationship between forest ecology and poverty in HLJ SFR?And what are the factors driving its evolution?When forest ecology and poverty present conflict,how can we coordinate the conflict between the two to achieve a win-win situation?It is all we need to solve.In view of the specific research content of this paper,the following aspects are included:First,it is proposed to use the theory of bio-symbiosis to start from the "results" of the interaction between forest ecology and poverty,and to regard forest ecology and poverty as different but related "organisms" in the system,and based on the results of their interactions;the relationship is divided into mutual benefit symbiosis,partial symbiosis,symbiosis,parasitism and competition.Combined with the case analysis of the characteristics of different symbiotic types,it provides a framework for comprehensive understanding of the symbiotic relationship between forest ecology and poverty.Secondly,applying adaptive circulation theory and combinling with the historical development stage of HLJ SFR,the process of evolution of single-scale forest ecology and poverty relationship in state-owned forest farms and nature reserves and the spatial disturbance of HLJ SFR are analyzed,and at the reorganization stage forest ecology and poverty present uncertainty,take 40 forestry bureaus in HLJ SFR as the research object,respectively constructed two secondary indicators of forest ecology and poverty and seven three-level indicator systems for HLJ SFR.Evaluate forest ecology and poverty status of the Forestry Bureau based on the construction of the symbiosis model to measure the symbiotic relationship and difference between forest ecology and poverty in the forestry bureaus at the present stage;the influencing factors of forest ecology and poverty in HLJ SFR are discussed from the aspects of resilience and interest behavior selection.The external disturbance path affecting the evolution of forest ecology and poverty relationship is analyzed from three aspects:institution,disaster and climate change.As a major driver of forest ecology and poverty evolution and a key attribute of forest ecology and poverty relationships,this paper analyzes the changes and influencing factors of forest ecology and poverty resilience in HLJ SFR since the NFPP+.In addition,the author tries to use stakeholder theory and principal agent to analyze the interaction process and results of forest ecology and poverty in HLJ SFR,and to explore the mechanism of behavior choice of different stakeholders in poverty alleviation and ecological protection.Finally,for the current stage,most of the HLJ SFR is in an uncoordinated practical problem,combined with the external disturbances of the dynamic evolution of forest ecology and poverty in HLJ SFR,and the changes and impacts of forest ecological and poverty resilience in HLJ SFR since the NFPP.Mechanisms and main stakeholders' behavioral choice motivation analysis,mainly from the perspective of resilience and interest coordination,put forward practical solutions and policy recommendations.The results show that the biological sylbiosis theory can fully understand the potential relationship between forest ecology and poverty relationship;the evolution of forest ecology and poverty relationship in HLJ SFR is closely related to the historical development stage of the region,and the relationship between forest ecology and poverty in the reconstruction stage has great uncertainty;overall,the HLJ SFR are diversified in forest ecology and poverty symbiosis,mutual benefit and symbiosis,parasitism and competition have experienced,non?community symbiotic development model accounts for 95%,The symbiotic relationship between forest ecology and poverty is quite different;the institution,climate and fire have different paths to forest ecology and poverty in the HLJ SFR;since NFPP,the resilience forest ecology and poverty in the HLJ SFR has been continuously improved,the total system resilience index rose from 0.23 to 0.73 and the impact factors on resilience was mainly nonlinear.The interaction process between forestry enterprises and forestry workers and the government showed that the decisive influence on forest ecology and poverty relations lies in different stakeholder's behavioral choices,it is the nature of forest ecology and poverty conflict coordination is to regulate the balance of interests of various stakeholders.
