Research On The Present Situation,Problems And Countermeasures Of Cultivated Land Protection In Weibei Plateau Area

China’s cultivated land area has approached 1.8 billion mu of protection red line,governments at all levels pay more and more attention to the protection of cultivated land.However,under the background of the current economic and urbanization development,the problem of cultivated land protection is more prominent.Weibei plateau is one of the key areas for ecological construction and soil erosion control in Shaanxi Province.The level of agricultural development is low and the problem of cultivated land protection is prominent.Therefore,in this context,in-depth study of the Weibei Plateau arable land protection status quo and put forward improvement measures are of great significance.Taking Xunyi County as an example,this thesis mainly studies the current situation of cultivated land protection in Weibei plateau and its improvement measures.On the basis of reviewing and summarizing the related theories of cultivated land protection,this thesis firstly analyzes the current situation of cultivated land protection in the Weibei Plateau area,then it summarizes the problems and causes in detail,and finally puts forward countermeasures for improving cultivated land protection.The main conclusions are as follows: At present,there are some serious problems in the protection of cultivated land in Weibei plateau,such as falsely reporting land information,illegally approving land,transferring land at low prices and illegal construction projects;The causes of these problems include the imperfection of the performance evaluation index system of cultivated land protection and the drive of various interests;In view of the existing problems,especially the causes of the problems,the improvement measures mainly include two parts,namely,improving the performance evaluation index system of cultivated land protection in the Weibei Plateau,and using the improved evaluation index system to analyze the performance of cultivated land protection,and then put forward specific improvement measures.The improved performance evaluation system of cultivated land protection in Weibei plateau is composed of multi-factor comprehensive evaluation index system of county government and evaluation index system of farmers’ satisfaction.The results of the comprehensive evaluation of county-level governments based on Xunyi county data and the farmers’ satisfaction evaluation based on five villages and towns in Weibei plateau show that the overall performance level of cultivated land protection in this area is low,especially the implementation performance is the worst.The implementation of nursing policy is the focus.Specific measures to improve cultivated land protection include quantity,quality,ecology and other four aspects,the combination of these measures can improve the overall level of cultivated land protection in the region.It is hoped that this study can improve the level of cultivated land protection in the Weibei Plateau area,and also has some reference significance for other areas.
