Situations,Problems And Countermeasures Of State-level Non-commercial Forests In Shanzhou District Of Sanmenxia

In recent years,the global ecological and environmental problems have become increasingly prominent,and the attention of society to ecological environmental protection has been continuously improved.As the main body of terrestrial ecosystems,forests have become one of the key targets for protection.Since the implementation of the state-level non-commercial forest policy,China has continuously managed and protected policies,gradually optimized the ecological benefit compensation mechanism,and the forest ecological capacity has been increasingly enhanced,showing a good management and protection effect.However,the work of state-level non-commercial forests in China developed relatively late.The imperfect legal system of management and protection work,the low standard forest ecological compensation funds and the single source of compensation funds,the lack of market-oriented trading mechanism of forest ecological benefits,the insufficient basic level professionals,the untimely updating of forest land monitoring,the low utilization rate of non-forest resources of non-commercial forests,and the lack of sense of responsibility for protecting forest resources,are some of the problems that hinder the construction of state-level non-commercial forests in China.Taking the state-level non-commercial forests in Shanzhou District as the research object,this paper analyzed the status of forest land in state-level non-commercial forests in Shanzhou District from the aspects of administrative division,land category,origin,dominant tree species,geomorphology,ownership,soil thickness and ecological location.Aimed to protect forest resources,improve forest quality and ecological service functions,according to the problems encountered by the basic level forestry departments in the management and protection work,combined the actual situation of geography,economy and humanities of Shanzhou District,proposed targeted countermeasures:(1)The basic level forestry departments should improve the publicity ways and methods in publicizing and protecting state-level non-commercial forests,and increase people’s love for forest resources through a participatory,interesting and informative publicity model,and encourage people to consciously and actively protect the state-level non-commercial forest resources;(2)It is necessary to establish a strong sense of talents and improve the welfare of professionals.On the one hand,cultivate and improve the professional quality of existing employees vigorously,and on the other hand,smooth the flow of professional talents;(3)To strengthen the construction of the forester team and create a professional management team;(4)to moderately plant under the forest and increase the income of the forest farmers;(5)Scientifically plan the forest recreation project,relying on the unique geographical and cultural advantages of the Shaanxi region to create an ecological and human leisure tourism route,to promote local economic development,and to supplement the state-level non-commercial forest management and protection funds;(6)Carefully plan and design forest education projects to enable the next generation to learn and understand forest knowledge,to love forests,to be close to nature,and to protect the environment;(7)To implement high-tech applications,introduce remote sensing technology of unmanned aerial vehicle to improve work efficiency,and effectively solve problems such as monitoring difficulties and data update is not timely caused by large-scale state-level non-commercial forests in Shanzhou District.
