Study On The Problems And Countermeasures Of Farmers' Participation In The Protection Of Rural Cultivated Land In Hebei Province

As the most precious natural resource in land resources,rural cultivated land is a scarce resource and an important basic resource in national economic and social development.How to effectively protect rural cultivated land has always been one of the hot issues in the research of government departments and academic fields.As a major agricultural province,Hebei Province has always been the focus of agricultural development.The effective utilization and protection of rural cultivated land resources is the important basis for green,healthy,stable and sustainable development of agriculture.Therefore,it is very important to explore an effective path for farmers to participate in the protection of rural cultivated land in Hebei Province.Based on the rural areas of Hebei Province,the paper discusses the path of effective participation of farmers in rural farmland protection.First of all,define relevant concepts,clarify the meaning of rural cultivated land protection and farmers' participation.Based on this,summarize the characteristics of rural cultivated land protection,classify the types of farmers' participation,and sort out the necessity of farmers' participation in rural cultivated land protection;Secondly,combined with the predecessors' theoretical basis design questionnaire,eight questionnaires from four prefecture-level cities in Hebei Province were selected to issue questionnaires,collect data and use SPSS for data analysis,and verify the hypothesis about the factors affecting farmers' participation in farmland protection behavior;Finally,based on the above investigation and analysis,it is summarized that the current peasant participation in the process of rural arable land protection in Hebei Province has problems such as the deviation of knowledge and behavior,the participation of farmers in organizing is complicated,the government pays insufficient attention to the participation of farmers,and the government organizations do not participate in the participation of farmers and so on.This paper also explores the crux of the problem,and puts forward to promote the active participation of farmers in rural arable land protection in Hebei Province by guiding and improving farmers' participation awareness and participation ability,establishing a scientific and complete platform for participating organizations,establishing a clear and comprehensive system of norms,and constructing a reasonable and effective participation mechanism.The paper adopts literature research method,investigation research method and quantitative analysis method to deeply understand and interpret the current situation of farmers' participation in rural farmland protection in Hebei Province.According to the external economy and free-riding problem in rural farmland protection,the key to mobilizing farmers to participate in the protection of rural cultivated land is to reduce the cost of farmers participating in the protection of cultivated land.On this basis,the incentive mechanism of farmers' participation in cultivated land protection should be set up in accordance with the reality and characteristics of Hebei Province,so as to give play to the value role of the peasant subject,and strengthen the effect of rural cultivated land protection in Hebei Province.
